The sustainable development of the environment has become a major issue of common concern in domestic and international. To seek a sustainable development way which enabling the coordinated development for the economy, society and environment, is one of the common goals pursued by all countries.The emergence and development of the concept of environmental impact assessment is a specific representation for people understanding the relationship between environment and social and economic development correctly. Environmental impact assessment is an analysis, forecast and assessment process for the natural environment, economic environment, social environment which may impact by the project, planning and policy after the implementation. It is a scientific methods and technical approach which emerged and continuous improving in the long-term practice for environmental protection. Environmental impact assessment has become the effective measure and method to achieve environmental planning and management in many countries. Environmental impact assessment as an important strategic defense means in the environmental management of construction projects, is an important guarantee to achieve sustainable development strategy, prevent the adverse environmental impact cause by the planning and construction projects after its implementation, promote the harmonization of development of the economy, society and environment.The petrochemical industry is one of the pillar industries for economic development of China, as well as a heavily polluted industry. For a long time, the petrochemical industry caused serious environmental pollution and destruction, have been severely affected the coordinated and sustainable development strategy for environment, society and economy of China. Various countries'practice shows that, for any petrochemical projects are concerned, if only considering the economic and technical factors, ignoring the environmental factors, which is difficult to achieve the expected goals of the construction project ultimately. Environmental impact assessment as an effective method of environmental protection can help petrochemical companies to ensure the reasonableness of the location section and layout for the construction projects, as well as guide the environmental protection design of the construction projects and strengthen environmental management. Therefore, based on project and pollution characteristics of the petrochemical companies'to carry out environmental impact assessment has an important strategic meaning to achieve the coordination between oil exploration and society, economy and environment, and promote the sustainable development of the petrochemical industry.The polymer station expansion project for XX Oilfield Downhole Operation Engineering Company was founded in 2008, now the project has entered the stable production period. The pollution sources of this construction project are in the area which the project carried out. The submitted environmental impact assessment report in the initial stage of the project, which analyzed the project's impact on the surrounding environment in construction time and predict the environmental impact in operation time from the aspect of atmosphere, water, noise, and solid waste, and also present pollution prevention and control and environmental management measures.This paper is base on the theories of environmentology, economics, environmental engineering and management, environmental studies. According to the Environment Protection Law of Republic of China, Environmental Impact Assessment Law of Republic of China, Regulations on the Administration of Construction Project Environmental Protection and so on, to build an comprehensive and systematic environmental impact post assessment system for the polymer station expansion project for XX Oilfield Downhole Operation Engineering Company from the aspects of environmental impact assessment factors, pollution prevention and environmental risk control measures. This paper use the method of on-site surveys and field measurements, to evaluate the impact on the surrounding environment by this project in construction period and operation period respectively from the factors of sound, water, air and solid waste, as well as its implementation condition of the pollution prevention measures. In the meanwhile, evaluate the development situation of the company's clean production process and environmental risk control work objectively. Finally, through the public participation survey to know the public views for the project's environmental protection in the construction period and trial operation period, the effect on local economy, as well as the impact condition of the residents living and working conditions in the area. Based on the results of post assessment and public'reasonable requests to propose some measures and advises to enhance the environmental protection. This study will not only provide a reference of the similar project's construction, decision-making and environmental management for peers, but also play a demonstration and promotion role on the in-depth development of environmental impact assessment in our country.?This thesis includes five chapters.In the first chapter,introduces the research background, research status, the main contents of the research and methods, the purpose and significance of this research.In the second chapter, summarizes the theories of construction project environmental impact assessment, which include the meaning and development of environmental impact assessment, environmental impact assessment institution and standard system, the contents and methods of environmental impact assessment as well as the its procedures.In the third chapter, firstly, makes an analysis for this project for the basic situation of this construction project, condition of pollution sources and pollutant emissions, as well as environmental protection measures taken. Secondly, build an environmental impact post assessment system for this construction project. Thirdly, evaluates the impact on the surrounding environment by this project in construction period and operation period respectively from the factors of sound, water, air and solid waste, as well as its implementation condition of the pollution prevention measures. Besides that, objectively evaluates the level of the project's clean production process.In the fourth chapter, deeply analyzes the implementation condition of the project's environmental risks control performance from the aspects of environmental management in the construction and operation period, environmental monitoring, accidents prevention and treatment measures and the program of emergency for the accidents.In the fifth chapter, firstly, through the public participation survey to know the public views for the project's environmental protection in the construction period and trial operation period, the effect on local economy, as well as the impact condition of the residents living and working conditions in the area. Secondly, from natural environment, clean production, environmental risk control performance and public opinion polling these four aspects to sum up the results of environmental impact post assessment. Lastly, based on the results of post assessment and public'reasonable requests to propose some measures and advises to enhance the environmental protection.The research results of the environment impact post assessment for the polymer station expansion project for XX Oilfield Downhole Operation Engineering Company show that, this construction project in lined with our country's current industrial policies and overall development planning in its location, used advanced technology production equipment, implemented the principles of clean production, pollution prevention and ecological protection measures that they adopted made the environmental impact of this project can be control within the acceptable level by resident. In addition, the project seriously implemented national and local laws and regulations which are relative to environmental protection in its construction process. This project put every environmental protection measures into practice which presented in the environment impact assessment report and the proposal by SY city's Environmental Protection Bureau. |
