The report of the 19th National Congress of the Communist Party of China stated that we must adhere to the new development concept of innovation,coordination,greenness,openness and sharing.The concept of green development focuses on the harmony between human and nature,and the development of green industries is an important measure for green development.The logistics industry is a pillar industry of China’s economic development.Its green development can improve resource utilization while reducing environmental pollution.The development of green logistics has become one of the important tasks of the government’s industry planning.Therefore,it is of great significance to promote the green development of regional logistics industry by objectively evaluating the development of regional green logistics and analyzing its influencing factors.Taking Ningxia as an example,this thesis uses fuzzy matter-element method and DEA method to evaluate the development level and efficiency of green logistics,and an empirical analysis of its influencing factors.First of all,the current situation and existing problems of green logistics development in Ningxia are described in combination with the analysis results of energy consumption and carbon emissions of Ningxia logistics industry.Secondly,construct a green logistics development level evaluation index system from three aspects of logistics industry infrastructure,logistics industry development level,energy and environment,and build fuzzy matter-element evaluation models to evaluate the development trend of green logistics in Ningxia and its development level in the northwest region.Finally,the SBM-DEA model and the data of the five northwestern provinces from 2008 to 2017 are used to measure the development efficiency of green logistics in Ningxia,the results are used as dependent variables to analyze the influencing factors using the panel Tobit,and relevant suggestions are put forward.The main conclusions of this thesis are as follows:First of all,green logistics development level in Ningxia showed an overall growth trend from 2008 to 2017,and it is in the upper middle level in the northwest region.It has a relatively high development level in the aspect of energy and environment,but its level of logistics industry development still needs to be improved,especially the need to increase fixed asset investment in the logistics industry to promote the development of the logistics industry.Secondly,green logistics development efficiency in Ningxia is relatively high and stable among the five northwestern provinces,and the energy efficiency and carbon emission efficiency of the logistics industry in Ningxia ranks first in the five northwestern provinces.Thirdly,the degree of industrial agglomeration,economic development level and industrial structure have a significant role in promoting the development efficiency of green logistics in the northwest region.Within the scope of the northwest region,Ningxia has certain comparative advantages in these three areas.In order to promote the development of green logistics in Ningxia,it should be further improve and optimize from these three aspects.
