As a typical resource-based region,objective evaluation of the green development level of Shanxi Province is the premise for improving the coordination between its economic development and environmental protection.Green GDP incorporates resource consumption,environmental pollution and ecological benefit improvement value into the GDP accounting system,which can reflect the net growth value of the region to a certain extent,and green development efficiency,as an important means to measure the level of economic development and ecological protection,can further quantify the internal mechanism and external influencing factors of regional green development,and provide new thinking for objectively reflecting and improving the sustainable development ability of the region.Taking Shanxi Province as the research object,this paper first constructs a green GDP accounting system based on the SEEA accounting framework,and analyzes the green GDP of Shanxi Province from 2010 to 2020.Secondly,based on the super-efficiency SBM model,the accounting results were used as output variables,and the human,capital and resource utilization during the study period were used as input indicators to measure the green development efficiency of Shanxi Province,and the temporal and spatial changes of green development efficiency in Shanxi Province were analyzed by using the kernel density model and the center of gravity migration model.Finally,based on the grey correlation model,the influencing factors of green development efficiency in Shanxi Province are analyzed from the three dimensions of social economy,scientific and technological innovation and pollution prevention and control,and countermeasures and suggestions to improve the level of green development are put forward through the above research.The main conclusions of the article are as follows:(1)The trend of green GDP in Shanxi Province is roughly the same as that of traditional GDP,and the proportion of green GDP in traditional GDP remains between80% and 85%.Among the accounting indicators of green GDP,the value of natural resource consumption accounts for the largest proportion of green GDP,and the characteristics of heavy industrial bases are significant.The proportion of environmental pollution loss in green GDP is relatively small,and it is less than 5%during the study period.The value of resource and environmental improvement showed a fluctuating and rising development trend,and the positive driving effect on the green GDP of Shanxi Province gradually appeared.The green GDP of various cities showed a trend of increasing year by year,among which Taiyuan City had the highest green GDP,accounting for more than 20% of the province’s green GDP during the study period;Affected by the total energy consumption,Lüliang showed a "U" shaped development trend of green GDP during the study period,and was the city with the largest fluctuation in green GDP during the study period.Yangquan City is subject to the overall level of economic development and the size of the new forest land,and is the city with the smallest green GDP in the province,accounting for less than 5% of the province.(2)From the perspective of time range,the green development efficiency of Shanxi Province showed a fluctuating and upward trend,of which the efficiency value in 2011-2012 and 2017-2018 exceeded 1,which was at the forefront of production,while the green development efficiency value in 2015 was relatively low,only 0.89.Through the kernel density model,it is found that although the overall efficiency shows an improvement trend,the gap between the efficiency values in different regions gradually widens during the study period,and the difference between the low value area and the high value area is significant.Among them,the efficiency values of Taiyuan City and Shuozhou City are relatively high,far exceeding the provincial average,while the green development efficiency values of Yuncheng City and Linfen City are less than0.6,which belongs to the green development efficiency area.From the perspective of spatial changes,the degree of green development of various cities is uneven,and the overall distribution characteristics are higher than the south in the north and higher than in the west.During the study period,the center of green development of Shanxi Province was finally moved from Qingxu County of Taiyuan City to Jinyuan District of Taiyuan City,and the cumulative moving distance of the center of gravity of green development efficiency reached 62.04 km,10.11 km to the east and 29.27 km to the north,the range of north-south fluctuations of the efficiency center of gravity expanded sharply,the range of east-west fluctuations showed a trend of narrowing,and the problem of unbalanced development of green development efficiency in Shanxi Province was more prominent.(3)Among the influencing factors of green development efficiency in Shanxi Province,the pollution prevention and control level characterized by the centralized treatment rate of sewage treatment plants and the annual average PM2.5 concentration of cities has a greater impact on green development efficiency,in addition,the impact of urbanization rate on green development efficiency is relatively large,while the impact degree of patent application is the smallest among the influencing factors.The situation of various cities is basically the same as that of Shanxi Province,and the level of pollution prevention and social and economic development generally has a greater impact on the efficiency of green development,while scientific and technological innovation,especially patent applications,has a relatively small impact on the efficiency of green development.Among them,the cities with the highest correlation between pollution prevention and green development efficiency include Datong,Jincheng,Jinzhong and Linfen.Cities with the highest correlation between socio-economic and green development efficiency include Taiyuan,Yangquan,Changzhi,Shuozhou,Xinzhou,Jinzhong and Lüliang.The only cities with the highest impact of scientific and technological innovation on the efficiency of green development are Yuncheng.Finally,through the results of green GDP accounting,the results of green development efficiency measurement and influencing factor analysis,this paper puts forward countermeasures and suggestions to improve the green development level of Shanxi Province and establish a coordinated relationship between economic development and environmental protection.
