Research On Evaluation Of County Green Development Level In Guangxi Border Region

In today’s world,green development has become an important trend.Many countries regard green development as an important measure to promote economic restructuring.China’s "Thirteenth Five-Year Plan" proposes that we must firmly establish the development concept of innovation,coordination,green,openness and sharing.Green development is a model innovation based on traditional development.It is a new development model based on the constraints of ecological environment capacity and resource carrying capacity,and takes environmental protection as an important pillar to achieve sustainable development.The border area of Guangxi is an important strategic area for the country to promote the “Belt and Road” initiative.Improving the level of green development in this area is of great significance to national ecological civilization construction and high-quality development.Based on the green development theory,this paper takes the index system-model construction-level evaluation as the idea,constructs a green development index system from three levels of green economy,green society,and green environment,uses the entropy method to determine the index weight,and analyzes the green in the border areas of Guangxi.Based on the current status of development,based on the matter-element model,the green development level of Guangxi border counties is evaluated.The conclusions are as follows:(1)From 1999 to 2018,the green development level of counties in the border areas of Guangxi has gradually increased.The change trajectory is low,medium to high,reflecting the importance attached by the relevant departments of counties in the Guangxi border area to regional green development in the past years.Through proactive reforms,we actively promulgated and tried out relevant green border economic and trade policies and innovative measures to improve the ecological environment.Significant effect.The green economy,green society,and green environment in the border areas have been improved,and the regional green development level has been steadily improved.(2)Among the individual indicators,the green development level of counties in the border areas of Guangxi is closely related to the green environment.In 1999,the green development level of counties in the border areas of Guangxi was at a "lower" and "medium" level.In 2018,the green development level was concentrated at a "higher" level.From 1999 to 2018,The green development level of border counties in Guangxi is generally on the rise from northwest to Southeast,and the overall green development level is significantly improved.Both the green society and the green environment are of a medium level,and the correlation of the green environment during the same period is greater than that of the green society,and the regional differences in the level of the green economy are relatively insignificant.Building a harmonious and stable ecological civilization society and a green environment are still areas that need to be strengthened in the border areas.(3)From the analysis of spatial changes,the county green development level in the border areas of Guangxi has obvious regional characteristics.The counties with higher green development levels are concentrated in the southeast area.As of 2018,the overall level of green development in the border counties in Guangxi is relatively high,reflecting the local government ’s emphasis on green construction in the regional economy,society,and environment.
