Study On The Multiple Participation Mechanism Of Rural Waste Treatment In Qixia City

With the development of the new rural construction and the reform of rural "management service",the problem of rural garbage treatment has gradually become the focus and difficulty of Rural Revitalization and beautiful rural construction.In recent years,government departments at all levels have taken rural garbage treatment as the focus of rural work,and carried out a series of treatment actions from top to bottom,with remarkable results.Shandong Province is one of the earliest provinces to carry out the comprehensive improvement of rural environment.It promotes the garbage collection and transportation system of "household collection,village collection,town transportation and county treatment in the whole province,and carries out the integrated construction of urban and rural sanitation.In 2015,Qixia City realized the integrated infrastructure of urban and rural sanitation,the full coverage of sanitation teams and management institutions in villages and towns,and initially formed the management and operation mechanism of county,township and village level coordination and division of work.However,because Qixia is a typical agricultural county,which is dominated by agricultural development,the industrial tax revenue is insufficient,and the huge operation cost of environmental sanitation makes the county’s finance overwhelmed.The existing governance mechanism gradually highlights the problems of "unclear responsibility,poor communication,lack of funds,poor participation",etc.From the perspective of innovative social governance,under the premise of the existing single governance mechanism and market-oriented participation,this paper combines the local government,village level organizations,enterprises,villagers and other social organizations to overcome the dilemma of rational people and weak awareness of independent participation through the way of multi-party participation in common governance,and takes this as a breakthrough To further improve the basic public service system in rural areas.Based on the current "good policy environment,sufficient social strength reserve and green,circular and sustainable development needs" and other practical conditions in Qixia,this paper straightens out and constructs a multiple participation mechanism for waste management,establishes a new organizational operation framework from mobilization,organizational operation,financing,supervision,incentive and other aspects,unblocks communication and feedback channels,and establishes rules for supervision,rewards and punishments,etc So as to promote,supervise and restrict each other and finally realize common governance.At present,the construction of the mechanism is still in its infancy,and the mechanism is not perfect.It is an attempt to participate in the co governance of multiple subjects in the field of waste management.In the long run,the construction of the governance mechanism can effectively solve the thorny problem of rural garbage governance,make the rural garbage governance more profitable and effective,and more conducive to promoting the construction of a beautiful China in an all-round way.
