The distillation project is main project of5million tons/year refinery expansion project in Qingshan petroleum. Distillation device that have reliable and mature technology is the leading device in the oil refining. The project construction tasks had been completed within only sixteen months effective duration and operation is successful under the condition of large investment, heavy task and high risk control.In this paper, according to the characteristics of distillation projects, research on the security risks exist in the process of the construction project had been done by using the theory and method of safety risk management combined with the actual conditions. This paper mainly includes four aspects:the first chapter is the background and significance of the research status; the second chapter is related to the theory of safety risk management and Qingshan petroleum distillation device introduction:the third chapter is safety risk identification and risk evaluation of distillation projects; the fourth chapter is the risk control plan that proposed by using HSE management system.Research on safety risk existing in the process had been done based on the construction project security theory. One is the major safety risks discrimination of distillation project in construction process; two is real safety risks analysis and evaluation that had been done qualitatively or quantitatively by using a risk matrix and job risk analysis method (Goni Graham Kinney method or LEC method); three is the generalization of the method of HSE management system to strengthen risk control in project construction process and take effective measures guard against all kinds of security risks.This paper features are as follows. One is that qualitative and quantitative analysis system in risk identification and evaluation had been established for the distillation construction project to chang porblem of the previous risk evaluation method and single index and make the risk evaluation method for similar project more scientific and practical; two is a risk assessment matrix method had been obtained by using product of probability and impact, the occurrence probability of the potential field that can lead to the risk of injury also had been pointed. These research can chang unscientific and inaccurate situation in the past risk evaluation that only rely on human scoring and maximize the elimination of the influence of individual score; the three is the overall, whole process and a full range of control had been achieved by establishment of HSE management system, so the problem that risk is too concentrated and risk control is not comprehensive had been solved.
