Road traffic safety is a worldwide problem.According to estimates by the World Health Organization,about 1.2 million people worldwide have died in road traffic accidents,with an average of about 3,000 deaths per day.In developing countries,sub-developed countries,and developed countries,economic losses caused by road traffic accidents account for 1%,1.2%,and 2%of GDP,respectively.Mountain roads have played an important role in improving travel conditions for mountainous urban residents,strengthening urban-rural linkages,and promoting regional resource development.However,mountain roads have complicated linear shapes and frequent ups and downs.With the rapid increase in vehicle ownership,traffic safety issues have become increasingly prominent,which has severely restricted the further development of mountain cities.Based on this understanding,the road accident statistics and construction materials of safety guarantee engineering measures provided by the transportation department in Chongqing were analyzed,and the typical accident-prone road sections and road sections with safer road operations were selected for on-site observation and investigation along the line.the setting effect of security measures were evaluated from various aspects such as effectiveness and economy,with a view to putting forward effective countermeasures and suggestions for the construction of future road security engineering measures in Chongqing.Firstly,according to the statistical data of traffic accidents,the characteristics of traffic accidents and the impact of people,vehicles,roads,environment and management on traffic safety in mountainous areas were analyzed,the characteristics and causes of frequent road accidents in mountainous areas were summarized;secondly,the basic situation of the construction of traffic safety guarantee facilities in high-risk road sections and special environments was combed,the application and effect of new technology of traffic safety facilities in typical road sections was investigated,and the main problems existing in the construction of highway safety facilities at present was explained.Then,from the perspective of economic benefits,technical quality and social environmental impact,a comprehensive evaluation index system of highway safety facilities in mountainous areas was conducted,an evaluation and analysis with the fuzzy matter-element method was established.Finally,the evaluation method of qualitative and quantitative combination was put forward for the protection effect and engineering economy of mountain highway security engineering facilities.The case shows that through the continuous construction of highway security engineering,all evaluation indexes of highway traffic accidents in Chongqing have declined to varying degrees,but compared with the first stage,the second stage has a much smaller decline.Obviously,with the promotion of security engineering construction,some high-risk sections have been well treated;in addition,the impact of time value is not considered Under the circumstances,the direct economic benefit brought by the construction of security engineering is far higher than the construction cost,showing a good engineering economic effect.
