During the 13th Five-Year Plan period,China's economic development has entered a new normal,and the comprehensive advancement of supply-side structural reform has brought opportunities and challenges to China's steel industry.On the one hand,iron and steel enterprises are facing major opportunities such as deepening reform,expanding opening up,adjusting industrial structure and increasing demand.On the other hand,the challenges of overcapacity,unreasonable high-end capacity structure,insufficient innovation and development capacity,and continuous strengthening of environmental constraints remain serious.In the current industry background,it is necessary to evaluate the performance of iron and steel enterprises scientifically and effectively in order to stand out in the fierce competition,to better help enterprises find their own advantages,to enhance the strength of enterprises,enhance the core competitiveness of enterprises,and promote the sustainable development of enterprises.First of all,this paper takes the two performance evaluation methods of economic value added and the balanced scorecard as the theoretical basis for the construction of the performance evaluation system in this paper,aiming to understand their respective advantages and disadvantages through the analysis of the two methods.Secondly,taking S steel company as the research object,this paper studies and analyzes the current situation of the enterprise performance evaluation,and points out the defects and shortcomings of the enterprise performance evaluation method.Then,according to the characteristics and current situation of S iron and steel enterprises,with the balanced scorecard as the framework,combined with the economic value-added method,from the four dimensions of the balanced scorecard to select the main indicators of the enterprise performance evaluation,using the analytic hierarchy process to determine the weight of each index,more intuitively show the impact of each index on enterprise performance.At the same time,the strategic objectives of the enterprise'to enhance the competitiveness of enterprises to maximize enterprise value'are decomposed,and the strategic objectives of the enterprise are refined to various indicators.Combined with corporate strategy.the indicators of financial dimension and non-financial dimension are integrated to construct a performance evaluation system with economic value added as the core.balanced scorecard as the framework and enterprise value maximization as the goal.Finally.the performance evaluation system is used to analyze the performance of S iron and steel enterprises in 2019.and the performance of the enterprise is evaluated,and relevant suggestions are put forward.In terms of innovation,this paper constructs a performance evaluation system combining EVA and BSC.In the financial dimension,the profit per ton of steel and inventory turnover rate are introduced as indicators.In the customer dimension,the direct supply ratio of major customers is introduced as an indicator.In the internal process dimension,the proportion of varieties of steel and the emission rate of pollutants are introduced.In the learning and growth dimension,the completion rate of staff training and the rate of scientific research investment are introduced as indicators.The selection of these indicators is more suitable for the characteristics of iron and steel enterprises,in line with the actual situation of iron and steel enterprises.The performance evaluation system based on this can reflect the performance of S iron and steel enterprises more comprehensively and pertinently.
