As a developing country that is "rich in coal,lean in oil,and low in gas",coal is China's main primary energy source,and it has an unshakable and important position in China's primary energy production and consumption market.However,in recent years,due to various factors,China 's economic growth has slowed down,which has had a huge impact on the traditional coal industry.The problems of extensive management and overcapacity of coal enterprises have also gradually been exposed.Therefore,there is an urgent need to reform the management system and build a scientific and effective performance evaluation system to promote coal companies to improve their management level,eliminate outdated production capacity,and achieve clean and efficient production,so as to promote their emergence and redevelopment.Based on the balanced scorecard theory,this paper starts with the current status of domestic and international research on the balanced scorecard,and the dimensions and characteristics of the balanced scorecard.Based on the basic situation of Xinghua Coal Mine and the status of performance assessment,a questionnaire survey is used.The method analyzes and summarizes the problems in the existing performance evaluation system of Xinghua Coal Mine.Subsequently,the construction goals and principles of the Xinghua Coal Mine Balanced Scorecard Performance Evaluation System were clarified,and the SWOT analysis was used to clarify the Xinghua Coal Mine's strategic goals and strategic map.Based on the four dimensions of the Balanced Scorecard,a performance evaluation index system was constructed,using multiple weight Method to determine the index weight,and then research and design a set of company,department and individual three levels,a more complete performance assessment system suitable for coal enterprises.Finally,it puts forward safeguard measures to help enterprises promote the normal operation of the evaluation system,improve employee performance,and achieve corporate strategic goals.By constructing the performance evaluation system of Xinghua Coal Mine based on the balanced scorecard,it will help promote the fairness and fairness of its performance evaluation results,increase the sense of belonging and mission of employees,Continue to develop and achieve the strategic goals of the enterprise;at the same time,it also provides some reference for other coal companies to build performance evaluation systems and realize transformation and upgrading.
