Internal control is a set of self-adjustment,restraint,planning,evaluation and control system established in the enterprise.The purpose is to help enterprises achieve business objectives,ensure property safety,ensure the implementation of business plans and ensure the efficiency of business activities.The project takes the construction as the carrier,which is a kind of self or entrusted contract activity,and its target product is the structure or building.Enterprise engineering projects often need to pay certain expenses and complete construction with quality and quantity in accordance with certain procedures within the time stipulated in the contract.Major engineering projects usually reflect the strategic planning of enterprise development,which is an important support for improving the production efficiency and promoting the healthy and sustainable development of enterprises.Therefore,the construction of a good internal control system of engineering projects can promote the cooperation between the engineering management departments and other departments,improve the operating efficiency,ensure the smooth realization of the enterprise objectives and improve the economic benefits of the enterprise.The horn of green mine construction has been sounded,and the transformation and upgrading of mining enterprises is unstoppable.In order to promote transformation and upgrading,and promote industrial development,mining enterprises gradually increase investment in engineering projects.However,the project has been increasing gradually,and the investment scale is increasing.Among them,the problems such as low benefit,high risk,waste and weak management are also more prominent,which seriously affect the healthy and stable development of mining enterprises.Therefore,it is urgent for mining enterprises to build a good internal control system of engineering projects.This paper takes T company as the research object,which is a large state-owned enterprise,and its internal control system is relatively perfect,but there are still some deficiencies in the construction and operation of the internal control of the project.Based on this,based on the theory of internal control,this paper constructs 5 primary indicators,22 secondary indexes,60three-level indicators,and evaluates the indexes by fuzzy comprehensive evaluation and AHP,and finds the shortcomings of the internal control of T company engineering projects at present,Then,the paper analyzes the causes of the project,and then puts forward the optimization suggestions from five aspects: project management,project cost control,bidding process management,project change approval and completion acceptance management.At the same time,in order to ensure the smooth implementation of the internal control system of engineering projects,four guarantee measures are put forward,which are optimizing the internal control environment,perfecting the risk assessment system,strengthening information and communication,and standardizing internal supervision.Through the research of this paper,it has a good improvement on the unreasonable internal control of T company engineering project,and also has some reference significance for other enterprises. |
