Research On Government Support In The Promotion Of High Quality Coal For Civil Use

With the rapid development of China's economy,air pollution is becoming more and more serious.In recent years,frequent haze weather in the heating season has seriously affected people's daily life.There are many factors that affect air quality,our government has carried out air pollution control actions in all walks of life: for vehicle emissions increased oil quality,for the construction of dust issued a special rectification program,for residents and heating clean governance are put forward etc.As a large country of coal reserves and production,the road of "coal removal" is unrealistic in a short time,and clean treatment is a long way to go.The promotion of high-quality coal for civili use has become the transitional means at the present stage.High-quality coal for civil use since the end of 2016 in the Beijing Tianjin Hebei Shangdong and Henan province and other regions to promote in our country.It's been four years now,to understand whether the promotion effective,way is reasonable t,have no persistentt,can be improved and A series of problems,this article selects in coal combustion as winter main heating way of J city area A as the research sample,the civil quality coal to promote the government to support the present achievements,problems and causes problems,and summarize sort out the corresponding countermeasures and Suggestions,for future civil coal quality promotion to provide the feasible improvement ideas.In the early stage of the study,A district of city J was preliminarily visited and investigated,and the regional government work report and the monthly report of urban air quality issued by the ministry of ecology and environment were consulted,so as to understand the local government's support for the promotion of high-quality coal for civilian use and the current promotion effect.In order to deeply study the problems existing in the support of the local government,a questionnaire was issued to the local residents.Through the analysis of the questionnaire data,it was found that the promotion relied too much on the government subsidy,the loose coal treatment was not in place,and the residents' satisfaction was low.With these problems in mind,I conducted in-depthinterviews with government staff and local residents to analyze the causes of insufficient publicity work,administrative departments are inefficient,the government unreasonable assessment index,imperfect government supply and distribution system,and imperfect law enforcement and supervision system.In view of the above problems and their causes,this paper proposes a series of practical countermeasures,such as improving the policy support system,optimizing the functions of government departments,implement grid management,establishing the supply and distribution system,strictly reviewing the promotion process,and improving the supervision and management system.It is hoped that the research in this paper will not only provide some ideas and practical promotion strategies for the promotion of civil high-quality coal burning in various regions,but also enable more people to pay attention to the promotion of civil high-quality coal burning and the treatment of air pollution,so as to mobilize more social forces to invest in the treatment of air pollution.
