Research On Ecological Accountability In China

A good ecological environment is the fairest public product and the most beneficial to people's livelihood.The fulfillment of ecological responsibilities by government departments and their civil servants contributes to effective governance of environmental pollution.Since the 18 th National Congress of the Communist Party of China,ecological environmental protection has been placed in an extremely important position,but there are still situations in which the governance effect is not satisfactory and environmental pollution has repeatedly occurred.The root cause is that the government's ecological responsibility is still not fully investigated,and there is no complete and effective ecological accountability system as a guarantee.At present,our country is facing a window period of ecological civilization construction and a new round of institutional reform opportunities.The content of our government's responsibility for ecological environmental protection and its implementation methods are undergoing major changes.In this context,it is of great theoretical and practical significance to study the government's ecological accountability and put forward relevant suggestions on improving the ecological accountability system.Regarding the study of China's ecological accountability system,this article will discuss from six parts.First,introduce the background and significance of topic selection,literature review at home and abroad,research content,methods and innovations.Second,clarify the theoretical concepts and theoretical foundations related to ecological accountability.Third,sort out China's ecological accountability the three stages of the development of the system of accountability,summarize the three experiences formed in the early period of China's ecological accountability.Fourth,summarize the relevant accountability agencies,accountability laws,accountability enforcement and local ecological accountability practices in the practice of China's ecological accountability system Innovative practices and enlightenment in other aspects.Fifth,expose the current lack of accountability subjects,the object of accountability is not clear,the accountability legal system is not perfect,the accountability consciousness is weak,the accountability procedures are not perfect,and the information disclosure system is not perfect.Finally,it is proposed to solve the above problems from six aspects,such as realizing the pluralism of accountability subjects,clarifying the ecological responsibilities of the object of responsibility,accelerating the construction of the legal system of ecological accountability,developing the culture of ecological accountability,promoting the construction of ecological accountability procedures and strictly implementing the information disclosure system.
