The lack of "Co-responsibility of the Communist Party and Government" system hinders the construction and development of ecological environment protection,which is a social public problem,and it is strengthening the Party’s construction and promoting the rule of law of ecological civilization,it is an important supplement to investigate the government’s environmental responsibility and a great exploration in line with the construction of ecological civilization.This paper mainly discusses the system of "Co-responsibility of the Communist Party and Government" in the field of ecological environment protection from four aspects:First of all,from the perspective of semantics and power distribution,the paper analyzes the meaning of "same" and "responsibility" in the direction of party
