Study On The Problems And Countermeasures Of Ecological Accountability System In China

Eco-environmental issues is one of the main problems affecting the Chinese economic construction at present.Our country always pay attention to the construction of ecology civilization.We also improve governance actively on ecoenvironment issues,but the result is notsatisfactory which puts up secondary pollution.The root cause is the prosecution lags behind the ecoenvironmental accountability.From 2013,lots of policies the government has put out emphasized the construction of ecoenvironment accountability.The prosecution of ecoaccountability drew more attention.Sip Kin-ping refered repeatedly to the procecution of ecoenvironmental accountability,especially the nonfeasance and the misjudge of the officers about ecoenvironment.Meanwhile,we shall protect the ecoenvironment by systems.This paper has been organized in four basic sections for treating the Chinese ecoenvironmental accountability system.In the first section,as laying the foundation for this paper,the Chinese ecoenvironmental accountability system has been defined by combing and analysising relevant concepts such as "system" "accountability" "environmental accountability" and so forth.Marx and Engels classics for ecoenvironment,ecoenvironment construction idea combining with localization of Marxism in China,and theory of sustainable development have been analysised to explore theory fountainhead of ecoenvironmental accountability system,and then propose the necessity of constructing the theory.In the next section,combining history and logical analysis,the establishment of the original ecological awareness,the formation of accountability system and the development of ecoenvironmental accountability have been shown.From the development of Chinese ecoenvironmental accountability system,the existing problems shall been shown.In the third section,operating experience of ecoenvironmental accountability system in other countris has been listed.From systems of America,Japan and Russia,the enlightenment of perfect Chinese ecoenvironmental accountability system can be obtained.The fourth section is the core of the paper.From the legal,accountability system,the relevant supporting system,process and culture points of view,directing against the existing problems,the suggestions for perfecting Chinese ecoenvironmental accountability system have been put forward.The enterprise can be responsible consciously for ecoenvironment while promoting economic and social development,thus guaranteeing the enterprise itself,society and nature harmonious coexistence and promoting them development smoothly.And the related departments,as the leader and decider of national activities,shall develop policies to guide enterprise to take ecoresponsibility consciously.
