As a typical inland river in arid area,Manas River is located in the inland arid area with less rainfall and arid climate,where water resources are supplied and consumed all by itself.The river is located at the source of Glacier 43 in Yilianhabiga mountain,and its lower reaches are short of water resources because it flows through desert and gobi in Karamay Baijiantan District while its upper reaches are rich in water resources in the piedmont diluvium-alluvial plain located in Manas County,Shawan County and Kenswat Water Control Project,resulting in uneven distribution of water resources in time and space;The areas with concentrated cities along the river and developed economy have relatively more water control projects,and the interception ratio of water resources is relatively high while the economically underdeveloped areas such as rural areas have less water control projects,and the interception ratio of water resources is relatively small,resulting in the lack of scientific rationality in water resources allocation;It also makes it difficult to guarantee the ecological water use of rivers;Xinjiang,as the province with the longest border in northwest China,borders eight countries.The development of XPCC-local embedded system is an important part of national land security.Rivers and lakes are important parts of the ecosystem and territorial space.Both XPCC and local sides have jurisdiction over the rivers within their jurisdiction,resulting in the fragmented management of river shorelines by XPCC and local governments.Thus,it is a challenge that how to coordinate XPCC and local governments in terms of water resources management.Under the premise of XPCC-local integration,the implementation of the river chief system is conducive to breaking the shackles of the administrative regions between XPCC and local governments,scientifically carrying out the allocation and management of water resources,ensuring the reasonable planning and utilization of the river shoreline.In terms of overall management,how to efficiently and uniformly use the limited water resources has been a major problem that has been puzzling the local government.Manas River,one of the rivers that spans many areas under the jurisdiction of XPCC and local governments in Xinjiang,was taken as the research object.Based on the relevant literatures about river chief system,chief accountability system,water resources management in Xinjiang and Manas River resources management,we analyzed the research directions of water resources management from the perspective of river chief system in China,and Manas River resource management based on coordination between XPCC and local governments was identified as the starting point of the study.In this paper,the changes of water resources management effectiveness before and after the implementation of Manas River chief system was studied in this paper,also the advantages the river chief system brought to Manas River resources management with respect to coordination between XPCC and local government;in addition,the problems existing still in Manas River water resources management after the implementation of Manas River chief system and their causes were clearly identified.Using the analytic hierarchy process(AHP),this paper makes a quantitative evaluation of Manas River water resources management on the basis of XPCC-local coordination from the perspective of river chief system,analyzes the necessity of implementing Manas River chief system based on the integration of XPCC and local governments,and concludes that the chief accountability system is the optimal solution of Manas River water resources management.According to the comprehensive weight of each index in the index layer for Manas river water resource management,combined with the existing problems and reasons,this paper puts forward the appropriate countermeasures and suggestions for the implementation of river chief system for Manas River in the context of integrating XPCC and local governments.Through the establishment of a unified and coordinated system of efficient and scientific water resources management,a multi governance mechanism of water resources forms,and Manas River water resources is managed scientifically and legally by XPCC and local governments jointly in a coordinating way,which provides a reference for the XPCC-local integrated management of water resources in the arid area of Xinjiang.
