Study On Water Resources Protection In The Yellow River Basin Based On River Administrator System

The water resources of the Yellow River is not only the necessary guarantee for the social life in the river basin,but also plays an important role in the economic development of the river basin.However,in recent years,with the excessive exploitation of water resources in the Yellow River,and people's lack of awareness of the importance of water resources protection.Water resources in the basin have problems such as water shortage,water pollution,and ecological damage.The reason is that in the water resources protection of the Yellow River,the division of responsibilities between the Yellow River Conservancy Commission and local governments is not clear.The lack of a unified and effective institutional guarantee for the coordination between government agencies has resulted in a decentralized situation in each department's work..The river administrator system had been popularized and implemented in 2016,which was an important practice to improve the water resources protection system.The river administrator system is an important institutional innovation,and it is at the exploratory stage.This paper analyzes the current situation and shortage of water resources protection in the Yellow River basin,combineding with the practical cases of the river administrator system and studying on water resources protection in the Yellow River basin based on river administrator system.The author puts forward some ideas including that establish of a management system that is led by local governments and strengthened the supervision and evaluation of the management institutions of the Yellow River Basin.As for further improve the legal system construction can depend on the law to govern the river.We should also introduce social capital and play a market role in promoting the transformation of water resources protection in the market.What about enhance public participation in capacity building and make full use of the Internet platform to consolidate social forces.Through the research in this paper,I hope to promote the development of water resources protection in the basin.
