Research On The Basin Water Resource Audit Links To The “River Chief Policy”

China's economy has developed rapidly since the reform and opening up,but the pollution of water resources in the development process not only causes critical damage to China's ecological environment,but also seriously affects people's quality of life and physical and mental health.On the contrary,it will restrict the long-term development of China's economy."River Chief Policy" came into being under the severe situation.Ecological health was taken as one of the main assessment objectives about local governors,it requires local officials to participate in the work of local basin water resources protection,which is a great significance for improving the national governance system and maintaining the national ecological health.However,throughout every water resources audit cases in China,the performance of river chiefs has not been included in the audit scope,and there is a lack of water resources audit system linked to the "River Chief Policy",which will seriously weaken the effect and binding force of "River Chief Policy" in the long run,and is not conducive to the implementation of "River Chief Policy" in the future.Based on the above problems,this paper carries out the researches about water resources in basin audit which links to the "River Chief Policy" by four steps: Firstly,it sorts out the publicly disclosed water resource audit cases in China in the past 15 years and sorts out the major problems in the water resources audit;Second,it systematically analyzes the domestic and foreign literatures,materials and the water resources audit cases of western countries which were made known to public,then summarizes the advanced experiences;Thirdly,it studies relevant theoretical basis;Fourthly,it invites related leaders,industry experts,university professors,etc.to launch an expert panel,summing up the outcomes.This paper concludes a scientific,comprehensive set of water resources in basin audit index system,which links to the "River Chief Policy",along with a grading standards in detail.At the same time,this paper collaborates audit office of F province and functional departments deeply to take part in field work of water resources in basin audit which links to the "River Chief Policy",learning the audit method,evaluating audit evidences,and summarizing the specific audit content in practical work,hoping to enrich water resources in basin audit which links to the "River Chief Policy".Finally,based on the above results,this paper puts forward some suggestions in order to solve the main problems of China's water resources in basin audit which links to the "River Chief Policy",trying to provide a few helps about establishing the whole system of water resources in basin audit which links to the "River Chief Policy".
