China's economy has grown rapidly since the reform and opening-up,but the manufacturing sector accounted GDP reached a peak of 32.5% in 2006,and has continued to decline.Compared with other industrialized countries,the portion of manufacturing output is falling 'too fast and too early' in China.The basic characteristics of high-quality economic growth under the new normal are innovation-driven and TFP improvement.At present,the emphasis of industrial transformation is to promote the deep integration of industrialization and intelligence.The matching of technological progress and factor allocation is the first critical factor to effectively improve TFP.This article is based on a provincial intelligent manufacturing level,element configuration analysis of bias and the present situation of the technological progress towards suitability evaluation for provincial manufacturing technology improvement,calculated and decomposed the TFP growth in manufacturing industry,and further investigated the ways that intelligence affects TFP.In this paper,the main study included:First,explained the concept and analyzed the mechanism.(1)What is the meaning of intelligent and the suitability of technological progress;(2)To sort out relevant theories through total factor productivity theory,technological progress theory and factor endowment theory.Second,intelligence channels of influence on manufacturing TFP.(1)Direct impact of intelligence on manufacturing TFP;(2)The influence mechanism of intelligence on technological progress bias;(3)The influence mechanism of intelligence on factor allocation bias;(4)The impact of intelligence on manufacturing TFP through moderate technological progress.Third,the level of intelligence of Chinese manufacturing and total factor productivity were measured and analyzed.(1)In order to analyze current situation in 29 provinces,this paper constructes the comprehensive evaluation index system of intelligent.At the same time,according to the standardization system parameter estimation results,analyzes the technological progress bias and factor allocation bias of manufacturing industry in each province,and analyzes the technology progress consistency status in manufacturing industry;(2)By constructing elements enhanced CES production function,the TFP was calculated and decomposed according to the idea of Solow,at the same time,to further analyze the dynamic evolution of TFP and the spatial difference;(3)Evaluated the suitability of technological progress in 31 provinces.Fourth,to study the influence of intelligentization on TFP of manufacturing industry,a dynamic panel regression model was applied.Fifth,this article puts forward policy recommendations to promote high-quality economic growth,the first is to adjust the appropriate path of technological progress;the second is to promote the integration of industrialization and intelligence.Through the above research,this paper draws following conclusions: First,the measurement and analysis of the intelligent level and the TFP of China's manufacturing industry.(1)Since 2006,intelligence level has increased with varying degrees of fluctuation in each province.At present,the supreme intelligence level in the east,and lowest in the west.and the speed of development is just opposite.The lower the intelligence development level,the more space for development.Midwest has a lower intelligence level than our country.(2)The allocation of manufacturing factors in China is biased towards capital,the growth efficiency of capital-labor has an significant spatial difference,decreased gradually from the east to the west.There are spatial differences in the bias nature of technological progress,but the degree of bias is increasing.(3)In China,42% of the regions have the same technological progress,and the regions with different technological choices show that technological progress favors labor but factor allocation favors capital.(4)TFP decreased in all provinces,the largest reduction of speed in central region,the spatial gap is more and more prominent,and the growth rate of TFP is generally less than the decline.According to the sub-effect,partial technological progress is the core reason of TFP in the midwest,and the interaction effect is the main factor affecting TFP in the eastern region.(5)Suitability evaluation of technological progress.Manufacturing has 15 provincial technological progress is appropriate,technological progress towards when labor(capital),capital(labor)into higher than labor(capital)result in resource waste and efficiency loss,and technological progress towards the capital,capital efficiency decreases faster than labor efficiency slow down or higher than the speed of technological progress towards the capital,is the principal question of inappropriate technology progress.Second,intelligent path effect on TFP.Intelligentization has a significant positive impact on the total factor productivity of the manufacturing industry,and there is no "intelligent productivity paradox".Intelligence not only has a direct impact on total factor productivity,but also influences the growth of total factor productivity through technological progress bias effect,factor allocation bias effect and their interaction effect.At the same time,partial technological progress is negatively correlated with TFP,the factors allocation bias and the appropriate technological progress have a significant positive influencing on TFP.Based on the empirical research conclusions,it puts forward some policy suggestions on promoting the growth of TFP in manufacturing industry,and promoting high-quality economic development.First,Adjust the appropriate path of technological progress to promote TFP growth.(1)Optimize the selection of technological progress;(2)Coordinating the relationship between technological progress and factor endowment;(3)Moderate government intervention to unleash market vitality.Second,through the intelligent and integration of manufacturing development promote total factor productivity.(1)Stimulate the dual effects of "talent bonus" and "technology bonus";(2)Improve the suitability of technological progress and promote endogenous innovation;(3)Strengthen the protection of property rights and stimulate the economic growth vitality of technological progress.
