China's economic growth has been accompanied by problems such as excessive consumption of energy and serious environmental pollution,ignoring the fact that economic growth in energy and environmental consumption is less sustainable.The contradiction between the pressure of energy and environment and economic growth is one of the most important issues China's economy facing.Technological progress is an important driving force for sustained and high-speed economic growth and an effective mean to resolve the contradiction between economic growth and energy consumption and environmental pollution.The modern theory thinks that there is a bias in technological progress,and FDI,as an important source of technological progress,has an important influence on technological progress and biased technological progress.Based on this,this thesis first adds energy factor E and environmental factor P to the classical two-sector CES production function,then constructs a four-sector CES production function which includes environment P,energy E,labor L and capital K.Through the elasticity of substitution between each two elements,the biased technology progress is identified.The biased technology progress defined in this thesis is that if the technology progress tends to economize the use of an element,the technology progress is the biased technology progress toward such element.Then a Tobit model is constructed to calculate the effects of FDI,export structure,capital factor endowment structure,energy factor endowment structure and environment factor endowment structure on different technological progress.The main innovations of this thesis are as follows:(1)Introducing Energy and environment elements into the traditional two-sector CES production function to construct a measurement model of capital,labor,energy and environment-biased technological progress,it enriches the theory of biased technological progress;(2)Analyzes the influence of FDI and control variables on the biased-technological progress,and puts forward some suggestions for policy making.The main conclusions of this thesis are as follows:(1)The technological progress of China's industry is characterized by saving labor,capital and using energy and environment.It is also characterized by uneconomical resources and environmental friendliness.(2)Among environmental factors and energy factors,technological progress is environment-biased technological progress.The structure of FDI and energy factor endowment promotes the development of technology to energy-biased technology,and the structure of environment factor endowment promotes the development of technology to environment-biased technology.(3)Among the environmental factors and labor factors,technological progress is labor-oriented technological progress.The structure of FDI and energy factor endowment promotes the development of technology to labor-oriented technology,and the structure of capital factor endowment and Environment Factor Endowment promotes the development of technology to environment-oriented technology.(4)Between environmental factors and capital factors,technological progress is capital-biased technological progress.The structure of FDI and capital factor endowment promotes the development of technology to capital-biased technology,and the structure of export intensity and energy factor endowment promotes the development of technology to environment-biased technology.(5)Between the energy factor and the Labor factor,the technological progress is labor-biased technological progress.The structure of capital Factor Endowment and Environment Factor Endowment promotes the development of technology to energy-biased technology,and the structure of energy factor endowment promotes the development of technology to labor-biased technology.(6)Between the energy factor and the capital factor,the technology progress is the capital-biased technology progress.The structure of FDI and environment factor endowment promotes the development of technology to capital-biased technology,and the structure of export intensity and energy factor endowment promotes the development of technology to energy-biased technology.(7)Between Labor factors and capital factors,technological progress is labor-biased technological progress.Export Intensity and energy factor endowment structure make technology progress to labor-oriented technology progress,and capital factor endowment structure make technology progress to capital-oriented technology progress.Based on the above conclusions,this thesis puts forward the following three policy recommendations to promote technological progress to energy-biased technological progress and environment-biased technological progress: Firstly,to improve the relevant laws and regulate environmental regulations,to explore a reasonable and feasible policy system for energy conservation and emission reduction;secondly,to improve the review mechanism for FDI introduction and to prevent FDI with high energy consumption and high pollution from flowing into China;thirdly,to promote the upgrading of industrial structure and to give certain policy and tax facilities to R ? D enterprises,the government should promote the technological transformation of enterprises and encourage them to export high-tech products.
