| There are many types of spatial planning in China,the system is complex,and the phenomenon of overlap and conflict between different plans and mutual constraints has always existed.In 2013,General Secretary Xi Jinping proposed exploring the “multiple planning integration” to form one plan and one blueprint.In 2019,the Party Central Committee and the State Council made a major deployment,requiring the establishment of a national land spatial planning system and the realization of “multiplanning”.During this period,governments at all levels have been exploring the establishment and implementation of a “multi-planning” territorial spatial planning system.The national policy guidance and local practice have accumulated rich experience for the realization of “multiple planning integration”.Among them,the“Inteplan” of spatial planning are essential components of the “multi-planning” national spatial planning system.Therefore,in order to assist the construction and improvement of “Inteplan” of spatial planning and promote the development of national land spatial planning,the research of “multi-planning” information system based on GIS technology is of great significance.This paper explores the application of Web GIS technology and Mobile GIS technology in the “multi-planning” information system based on the existing experience of “multi-planning” pilot in Lin’an District,Hangzhou.Considering the factors of information security,ease of use and cost effectiveness,QGIS is adopted as the geospatial data processing software,Postgre SQL as the database management system,Geo Server and Tomcat as the server,Open Layers and UCMap as the PC browser client and mobile client development framework respectively.Thus,the“multi-planning” information system is realized.The main research and results of this paper are as follows:(1)“Multi-plan” data integration and sharing technology.Performing data quality inspection and normalization according to the database standards related to territorial spatial planning,importing the processed data into Postgre SQL through Post GIS,establishing a territorial spatial planning database and realizing data integration.The data in the land spatial planning database is published as WMS(Web Map Service)and WFS(Web Feature Service)through Geo Server,and the geospatial data is displayed and analyzed by invoking the service on the client side to achieve the purpose of data sharing.Geospatial data display and analysis are performed on the client side by calling the service to achieve the purpose of data sharing.(2)Ellipsoidal area calculation technique.Based on the “Theoretical Area of Map Frame and Ellipsoidal Area of Map Spot Calculation Formulas and Requirements” in the “Third National Land Survey Technical Regulations”,the module of calculating ellipsoidal area of map spot was designed.This module allows the calculation of the ellipsoidal area of the spot corresponding to the CGCS2000.The feasibility was demonstrated by comparing the standard sub-areas and theoretical areas at three scales of 1:2000,1:5000 and 1:10000.(3)Query,analysis and statistical techniques.WMS and WFS services based on Geo Server releases,combined with the j Query library to achieve attribute recognition,attribute query,location query,and the combination of attribute and location query functions.The JSTS and JTS spatial analysis libraries realize the functions of superposition analysis,merge analysis and buffer analysis of the Geometry class of vector data,and use them as a basis to realize more complex spatial analysis functions among vector data.Multivariate visualization of statistical results via Echarts.(4)Key technologies for mobile.Online maps,path analysis,interest point query and multimedia data location information annotation based on Sky Map API service.The GDAL library(Geospatial Data Abstraction Library)is applied to implement the functions of vector data reading,creation,and coordinate system conversion.(5)System integration and implementation.According to the design of functional modules and key technologies,the “multi-planning” information system is realized.The system provides common functions including browsing,querying,overlaying,statistics and other common functions based on spatial planning database to meet the general application needs of relevant departments.In addition,the PC browser also implements special function modules for “three-line” conflict analysis,“compliance”analysis,and project siting analysis,allowing for quick and easy access to special analysis and results.In addition to the commonly used functions on the mobile terminal,it also includes special functions that take advantage of the mobile terminal,such as field survey and data collection,to facilitate field operations. |
