The rapid development of China's industrialization has promoted the development of the social economy,which has resulted in a large amount of consumption and waste of resources and continuous deterioration of the environment.In addition,unreasonable space development leads to intensified impact.Therefore,the carrying capacity of resources and environment should be first analyzed in space planning,reflecting the concept of ecological priority and sustainable development,and integrating resources and environment elements into the territorial space planning system.Land space planning can adjust the relationship between economic development and resource environment,resource environment carrying capacity determines the reasonable boundary of land space development,land space planning and resource environment carrying capacity have an inseparable relationship.In this paper,land use,vegetation cover and other data information were obtained through interpretation of LANDSAT8 remote sensing images,social economy,water resources,environmental quality monitoring and other data information,is provided by government departments or through the website query.According to the technical guide for evaluation of resource and environment carrying capacity and suitability of land and space development published by the Ministry of Natural Resources in March 2019(trial),the evaluation index system was constructed by taking Arc GIS as the analysis platform to evaluate individual factors and factors with different functional orientation.Taking Yuncheng as an example,combined with the local situation,the weight of the evaluation index of single factor was calculated by AHP and expert scoring,and the evaluation of single factor was carried out by the superposition of multiple indexes.According to the judgment matrix in the technical guide,the integrated evaluation of ecological protection,agricultural production and urban construction function direction is carried out,and finally reaches the bearing grade of different functional directions,clearly delimits the space with lower bearing capacity of each functional direction,for the territorial space "a blueprint" to provide the basis for the formulation.The carrying capacity of agricultural production and urban construction is divided into five grades: high,the higher,medium,low and the lower.The ecological protection function is divided into three grades: general area,important protection area and extremely important protection area.The results show that the important ecological protection area accounts for the largest proportion,accounting for 66.6% of the total area of the transport city,and the extremely important protection area accounts for at least 10.7%,which is concentrated in the Zhongtiao mountain area.The low bearing grade of agricultural production function direction accounted for the largest proportion,at 31.8%.Basically distribute in Zhongtiao mountain area and Emei mountain area,bearing grade highest area is in southwest area,include Hejin city,Yongji city,Linyi city and Yanhu city.Urban function points to the bearing capacity of the level of area accounted for a more balanced,bearing capacity of the highest level for Ruicheng city,Xiaxian and Jiangxian part of the region,Pinglu city and the northwest of Yuncheng bearing capacity is lower.The protection area with the most important ecological level is consistent with the lowest level of agricultural bearing capacity.Compared with the agricultural bearing capacity,the area with high urban bearing capacity accounts for a larger proportion,so there is still more room for urban construction.
