In the 21 st century,China's industrial economy is developing rapidly.However,the development of industrial economy has also brought immeasurable pollution problems to the ecological environment.As a big industrial undertaking province of Beijing-TianjinHebei region,Hebei province focuses on the development of heavy industry economy.Due to the pursuit of the speed of economic development,the carrying capacity of the environment is ignored.The rapid development of industrial enterprises has resulted in environmental problems that cannot be recovered in a short period of time.The air quality is declining,and the haze weather has become the "pronoun" of Hebei Province year after year.How to choose a road suitable for the economic development of industrial enterprises in Hebei Province has become a historical issue focused by the government and the enterprises.This paper mainly takes Hebei Province as the research object to explore the impact of environmental regulation on green TFP.The calculation of environmental regulation mainly selects the industrial "three wastes" produce by the industrial enterprises,i.e.industrial wastewater discharge,industrial sulfur dioxide discharge and industrial smoke(powder)dust discharge,which are calculated by the extreme value method.In this paper,the green total factor productivity is computed by a non-parametric DEA Malmquist index method.It uses green GDP and energy input variables to measure the green total factor productivity of the industrial enterprises in 11 cities of Hebei Province from 2005 to 2017.The index is divided into two parts: technology progress index and efficiency change index.Then the reasons and the developmental motivation of industrial enterprise productivity change are obtained.The econometric model about the relationship between environmental regulation and green total factor productivity is established.The conclusions are as follows: Firstly,from the point of view of environmental regulation,the overall level of environmental regulation is low.The discharge of industrial pollutants is large and there is an increasing trend year by year.There are regional differences.Secondly,according to the calculation results of green total factor productivity,the annual average value is more than 1,and it shows an increasing trend year by year.The growth mainly comes from technological progress.The technological efficiency has a restraining effect,but it is relatively small.Thirdly,the model results show that environmental regulation restricts the development of green TFP.The secondary term of environmental regulation can effectively promote the improvement of green TFP and show a "U" relationship.The control variables also have an impact on the green total factor productivity of industrial enterprises.Finally,the efficiency change index and technology progress index are also affected by the environmental regulation factors.The results show that the strengthening of environmental regulation factors can inhibit the efficiency change and hinder the development of industrial enterprises.In the end,through the study of the relationship between environmental regulation and green TFP,it is found that there are regional differences between environmental regulation and green TFP.In addition,according to the results of the study,some suggestions are put forward to adjust the environmental regulation policies to guide the development direction of industrial enterprises,optimize the industrial structure,introduce advanced talents,strengthen the legal construction,and improve the green total factor productivity of Hebei Province.
