Reform and opening up policy has been implemented for forty years.Although the Chinese economy has made great achievements,it is accompanied by the increasingly prominent environmental issues and even the fierce contradiction between economic and social development.To improve environmental issues,ease and coordinate the contradiction between the environment and economic and social development,the manufacturing industry,which is the main source of pollutant emissions,urgently needs to accelerate green transformation and reduce pollutant emissions.The implementation of environmental regulation is an important factor in promoting the green transformation of manufacturing.The Environmental regulation,which can effectively curb pollutant emissions from polluting enterprises,are receiving increasing attention.While implementing environmental regulations on manufacturing to curb pollutant emissions,there is also a question that government departments and academics pay attention to,that is,whether environmental regulations will inhibit the efficiency of manufacturing.For the measurement of efficiency,total factor productivity has always been a suitable indicator.But from the perspective of sustainable development,green total factor productivity that combines energy efficiency and pollutant emission levels is a more desirable indicator.Environmental regulation is mainly divided into three types: command-controlled environmental regulation tools,market-incentive environmental regulation tools and voluntary environmental regulation tools.Different environmental regulation tools have different effects on the green efficiency of manufacturing industries.Theoretically,the paper analyzes the mechanism of environmental regulation affecting the green efficiency of manufacturing industry.Empirically,the paper tests the impact of different environmental regulation tools on the green efficiency of manufacturing industry and industry differences,and seeking effective tools that can promote a win-win environment and efficiency constitute the key content of this paper.In the theoretical part,the thesis firstly combs the theory of green total factor productivity and the theory of environmental regulation,and reviews the existing literature.Then it analyzes the impact of environmental regulation on green total factor productivity.In the empirical test part,firstly,the paper uses the panel data of 27 manufacturing industries from 2003 to 2015,and uses the SBM directional distance function and Luenberger productivity index to measure the green total factor productivity of the manufacturing industry and analyze its changing trend.On this basis,the 27 two-digit manufacturing industries are divided into three types: heavy,medium and light pollution,and the green total factor productivity of these three industries is measured and compared.Then,the panel threshold regression model is constructed,and the command-controlled environmental regulation tools and market-incentive environmental regulation tools are introduced into the model to test the impact and threshold of the two regulatory tools on the overall manufacturing industry and different pollution types.Through empirical research,the following main conclusions are drawn.First,overall,the growth rate of green total factor productivity in manufacturing industry is firstly increased and then decreased,and technological progress is the main source of growth of green total factor productivity.Second,from the perspective of the industry,the average annual growth rate of green total factor productivity in the light pollution industry is the fastest,and the annual average growth rate of green total factor productivity in the heavy pollution industry is moderate,and the annual total factor productivity of the medium pollution industry.The growth rate is the slowest.Third,from a holistic perspective,the impact of command-and-control environmental regulation tools on the manufacturing industry is a positive and weak positive non-linear positive impact,and market-incentive environmental regulation tools have a positive linear impact.Fourth,there are industry differences in the impact of the two regulatory tools.The command-controlled environmental regulation tools have a positive impact on the green total factor productivity of the heavily polluting industry,and the market-incentive environmental regulation tools are first negative,backward positive nonlinear effects;command-controlled environmental regulation tools have a negative linear effect on green total factor productivity in moderately polluting industries,market-incentive environmental regulation tools have positive linear effects;command-controlled environmental regulations tools and market-incentive environmental regulation tools have a positive and negative impact on the green total factor productivity of lightly polluting industries.According to the empirical results,this paper mainly proposes suggestions,for example,improving management and scale efficiency,appropriately adjusting the implementation intensity of various environmental regulation tools,improving the environmental regulation laws and regulations system,improving market incentive environmental regulation tools,developing voluntary environmental regulation tools and optimizing regulatory tools.
