Research On Dishonesty In Government Procurement Based On Game Theory

With the rapid development of China's market economy,the county-level governments of various provinces and cities have been developing rapidly began to widely held by increasing government spending public utilities,to create conditions for the development of economy.Field of government procurement is more and more widely,the scale is bigger and bigger,which attracts more and more suppliers involved.However,in the process of government procurement,there is often a breach of trust among the main parties,which seriously undermines the national economic order and the market fair competition mechanism.Solve the problem of breach is urgent to establish a sound credit system of science,disciplinary management,can effectively alleviate this problem.Due to a variety of reasons,the current in the credit system construction in China has not formed a complete legal system.Successively formulated and perfect the credit system construction of the nation's various administrative rules and regulations,but because of the credit system construction started relatively late,problems and trustworthy consciousness weak,dishonest cost low,credit construction work in the field of government procurement to little effect.On the basis of summarizing relevant theories,this study applies the relevant knowledge of game theory,analyzes the game between purchasing units and suppliers,between suppliers and suppliers,between bid evaluation committees and suppliers,and the game model in places where the punishment for breach of trust is strong or not,and finds out the deep-level reasons why the construction and management of China's credit system cannot be effectively implemented in the field of government procurement,put forward effective countermeasures and suggestions for the dishonest behaviors of each participant.This study hopes to provide theoretical reference for policy makers and implementers,so as to reduce the behaviors of dishonesty and the harm of dishonesty,meanwhile,promote the improvement of China's credit system construction and high-quality economic development.
