Research On Earthquake Early Warning Management Policy

Earthquake is the major catastrophe among all natural disasters.It has caused a large number of casualties and severe property losses to human society.With the rapid development of economic system in China,the safety standard requirement of earthquake is higher as well.Building Earthquake Early Warning(EEW)system and issuing the warning information accurately and effectively is necessary to preventing earthquake disaster damages.However,EEW has highly sensitivity in our society,there is no relevant law and regulation at national level currently.Based on this situation,strengthening the research of EEW related policy and advancing complete policy of EEW system has become an important subject with both theoretical and practical significance.This paper discusses with the policy and the management of EEW in H province,which mainly guided by the theory of policy process,crisis early warning and government responsibility.Based on these background,a comprehensive analysis is stated regarding problems and causes of EEW in H province,and relevant countermeasures and suggestions is targeted.We hope this article will be helpful to provide references to strengthen EEW management in H province,and improve the relevant policy.The full text is divided into four chapters,the first chapter is the introduction of background and purpose of this study,the meaning of this research,and current status of this research nationwide.The second chapter is the policy updates and how it changes and effectiveness in H province.Based on the actual work of EEW management in H province,we explained the policy process of EEW management such as legislation,standard and planning,and those which can provide a realistic basis for questions and recommendations for next step.In the third chapter,we initiated the problems of issuing policy of EEW system in H province and analyzes the reasons of those problems.The Fourth Chapter is the countermeasures and suggestions to improve the policy of EEW,mainly by comparing the practices of some provinces in China and other countries in the process of the policy of EEW.Therefore,we can propose some specific recommendations from the form,content and execution to improving the management and policy of EEW system,and strengthening the effect of policy implementation.
