Study On Information Dissemination Management Of Earthquake Early Warning

Earthquake disaster is sudden,haphazard,unpredictable and huge destructive and so on,which cause serious damage to people's life and property and the development of the country.And earthquake prediction is the worldwide scientific difficulty,although our country has a successful short-term and urgent prediction of earthquake,but there are still quite a long time to overcome the issue from the exploration and study on earthquake prediction.So the development of earthquake early warning technology can temporarily remedy the gap to a certain extent in terms of earthquake prediction being very difficult to provide public service.At this stage,an important part of the overall planning of the earthquake disaster prevention in the government management is to establish the earthquake early warning system.Earthquake early warning as a new technology of seismic disaster prevention,has been more attention in earthquake-prone countries and regions and has been applied.In this paper,Guangxi earthquake early warning information dissemination system is the research object,summarizing the present situation of the earthquake disaster early warning information dissemination in Guangxi,and systematical analysis the existing problems.The earthquake early warning system used in Guangxi is specifically compared with the disseminating mechanism of other system used at domestic and foreign developed areas.According to the comparison and applying the management theories of public governance,contingency management and information management with the actual situation of Guangxi public governance,the fundamental elements of earthquake early warning system of Guangxi are analysed and studied,based on the learning up the existing experience.The regulations and countermeasures for the Guangxi earthquake early warning information dissemination management are proposed in terms of dissemination rules®ulations,procedure,mode,channel,shock escape strategy,etc.Hope to realize the transformation from passive to active prevention and control of disaster prevention and mitigation of risks,which has comprehensive regulations,improvement system,direct delivery,sharing platform,diversity channel,fine service,and provide a strong guarantee for Guangxi social security.I have been engaged in earthquake disaster emergency management in the Earthquake Administration of Guangxi for several years,and have a comprehensive and profound understanding of the earthquake early warning information dissemination work.
