In the process of enterprise production and operation,performance evaluation plays an extremely important role.Effective performance evaluation can not only help companies find problems that cannot be visually seen in their daily operations and improve their shortcomings,but also help companies control production costs and better balance the relationship between profit growth and cost control.At the same time,through performance evaluation,companies can also see whether their current incentive system is reasonable and effective.However,with the development of economy and society,enterprises are faced with many stakeholders,and should pay attention to all important stakeholders when they are performing performance evaluation.However,the current performance evaluation of most companies does not consider all important stakeholders,and there are short-term behaviors that pay too much attention to financial performance and do not pay attention to the social responsibilities that enterprises should bear,especially public welfare state-owned enterprises.The performance prism model fully considers multiple stakeholders who are closely related to the development of the enterprise,makes up for the shortcomings of only focusing on one or two stakeholders in previous performance evaluations,and can ensure that all stakeholders of the enterprise fully understand its strategic goals,so it can help companies achieve sustainable development.This paper uses the performance prism model,selects W Municipal Group as a case enterprise,and combines the public welfare characteristics of W Municipal Group to optimize the performance evaluation conducted by the State-owned Assets Supervision and Administration Commission.First of all,by consulting domestic and foreign scholars on the performance prism model,there is a certain theoretical basis for the performance evaluation method based on the performance prism model.Secondly,in-depth understanding of the current methods used by the State-owned Assets Supervision and Administration Commission to evaluate the performance of W Municipal Group,find out the problems in the current performance evaluation system,and analyze the corresponding reasons for these problems.Then,it explains the necessity and feasibility of using the performance prism model to optimize the existing performance evaluation system.Finally,based on the stakeholder theory and performance prism model,starting from the five aspects of shareholders,creditors,employees,the public and the government,combined with the strategic goals and social responsibilities of the W Municipal Group,the performance evaluation indicators applicable to the W Municipal Group are set from the five dimensions of the performance prism.Based on the performance evaluation indicators of W Municipal Group,the Analytic Hierarchy Process is used to assign weights to various indicators in turn,and improve the performance evaluation scoring method,so as to optimize the performance evaluation of the W Municipal Group by the State-owned Assets Supervision and Administration Commission.In addition to optimizing the SASAC's performance evaluation of W Municipal Group,this article also use certain measures to ensure the operation of the new system.The object of this article's case analysis W Municipal Group is a public welfare state-owned enterprise,which not only has public welfare,but also reflects the common characteristics of state-owned enterprises.Therefore,optimizing the performance evaluation system of W Municipal Group based on the performance prism model can also provide a certain reference for the performance evaluation of similar companies.
