With the risk matrix has been widely used in public health,climate environment,industrial production,commercial investment and other production activities.Its influence is growing in the world of risk management.For example,the risk matrix can be used to quickly and accurately assess the risks in major public health emergencies,and then send out early warning signals in time.This is an important prerequisite for timely and effective prevention and control of epidemics such as COVID-19.More and more scholars have made more in-depth research on this simple and easy to use risk assessment tool.From this,there are many ingenious risk matrix design methods.However,according to these methods,the risk matrices designed are different even for the risk matrices of the same dimension.However,due to the lack of risk matrix design standards,it is impossible to determine which method is the most appropriate risk matrix.This poses a serious challenge to scientificity,reliability and rigor of the risk matrix.In view of the lack of risk matrix design standards,this paper first explores three criteria that can be used as risk matrix evaluation.By summarizing the characteristics of risk matrix in practice and starting from the design.steps and principles,this paper comprehensively considers the requirements to be met and shortcomings to be overcome in academic research.Three evaluation criteria of risk matrix design are extracted,namely,the monotonicity of risk,the evitable property of risk ties,and the consistency with risk measure.Based on the above three criteria,this paper further gives the corresponding quantitative indicators of the three criteria;According to the relationship between the quantitative indexes,the comprehensive evaluation method of multiple indexes is cleverly constructed.The proposed criteria and quantitative indicators can be used individually or jointly to evaluate different risk matrix designs.By using the quantitative indicators in this paper,some common risk matrices in the literature are evaluated,and the quantitative indicators are further analyzed by using this process.Design suggestions are provided for designers according to the fluctuation of the index values with different dimensions and the number of ratings.It helps us to recognize the normal range of each quantitative indicator.In addition,using these quantitative indicators as optimization criteria,the process of filtrating the risk matrix that most conforms to the evaluation criteria will become a new risk matrix design method.And this series of optimal design examples also prove that each index can reflect the corresponding standards.This study is of great significance to promote the development of risk matrix theory,realize the standardization of risk matrix design,enrich the risk matrix design method and guide risk matrix designers to design risk matrix.
