Research On The Decision-making Index System Of Major Projects

The meaning of the project is very wide,ranging from social development,small to food,clothing,housing and transportation,there are all kinds of projects.With the continuous progress of economy and science and technology,the process of globalization is gradually deepening,and the projects faced with decisions are becoming larger and larger in scale,involving more and more objects and influencing more and more fields,and major projects are gradually appearing in people's vision.The characteristics of major projects are often that the project background,project situation,project environment and so on are relatively complex,and the project impact is far-reaching.Decision-makers of such projects often bear important responsibilities and missions.It is not easy to make high-quality decisions because of the many influencing factors,which will also cross and influence each other.A scientific and reasonable decision-making index system is the most powerful support for a major project to make correct decisions and implement them successfully.The decision-making index system of major projects not only needs to take technical factors,political factors,investment returns,social benefits and other conditions into consideration,but also needs to weigh various indexes reasonably to achieve the decision-making purpose.This paper uses the existing theoretical knowledge,with the aid of a series of analysis and evaluation methods,to explore the impact indexes,at the same time fully measure the importance of every index,layer upon layer,assigned to a reasonable index weight,build an application model of index system based on AHP fuzzy evaluation,and establish a complete decision-making index system for major projects.In the project decision-making stage,the model can fully consider the complexity of each index,integrate all qualitative indexes and quantitative indexes,use fuzzy comprehensive evaluation method to quantify the qualitative indexes reasonably,unify the different dimensions of the quantitative indexes,unify the conversion of decision-making indexes,and provide a basis for project decision-making subjects to make decisions.Finally taking the major projects of hazardous waste disposal in the field of natural environment protection as an example,it is a major project at the provincial or even national level to build a large-scale and technologically advanced hazardous waste disposal center,aiming at this major project,a complete index system is established,and through the calculation of "AHP-FCE" model,the decision-making opinions are obtained,which is also for the major projects with the same complex background to provide decision-making basis and reference.
