As one of the 13 poor countries in the world,China have to solve the problem of effective management of water resources to achieve sustainable development.While seeking more efficient ways and technologies to promote water conservation,the role of water price in water resource management has been increasingly emphasized.China's understanding of water value from "priceless" to "valuable",and now has formed a water pricing system based on the complete cost pricing model,but there are still many problems,where the flow of water resources fee is particularly remarkable.Consider the pain points existing in current water price system,in this paper,the fuzzy mathematics method is used to establish the evaluation model of water resources value for urban residents based on the nature of water resources.As to make a reference for the pricing of water resources cost from the perspective of raw water value of water resources,and at the same time make people further understand the value of water resources and promote the awareness of water-saving and environmental protection.In the process of building model,this article from three aspects of the supply,demand and the water quality of the water selected the influence of water resources value evaluation index,and determine the principle of the index selection,then by way of analytic hierarchy process combined with entropy weight method of weighting,finally based on bearing capacity of urban water full cost model and combined with the current price of water set value dimension,evaluation of residents living water of water resources value.Then,taking Guangzhou city as an example to verify the operability of the evaluation model,the reasonable water resource value of Guangzhou city is 2.6002 yuan/m3.At the end of the paper,the possible reasons for the difference between the assessment results and the current value are explained,and the policy suggestions for setting water resource fees are put forward according to the assessment results and the research process.
