The resilience of water resources systems has been blossoming quickly since the 1970 s,promoting the solution of water resources problems and the development of technologies,which are being researched around the world.In particular,the reference index and evaluation method of water resources system resilience are of great reference value for water resources system resilience evaluation and its future research direction.At present,China is one of the most populous countries in the world that the per capita occupancy of water resources is lower than the world's medium level,and the water resources are distributed unevenly with different seasons and regions,resulting in the contradiction between the supply and demand of water resources.The evaluation of water resources system resilience is of great significance to solve the problems of river water pollution,imbalance of water resources utilization and distribution and shortage of water resources supply.Many scholars have obtained different reference indexes and evaluation methods based on relevant studies on the resilience of water resources systems in different regions,which,to some extent,affects China's long-term development strategies for solving water resources problems.This article through to the analysis of current water resources system and water system,on the basis of restoring force,reference the results of other researchers,refine the concept of water resources system restoring force evaluation,summarizes its essence,then to construct a system of water resources evaluation index framework of restoring force,the variation coefficient method and entropy weight method by combining the weight applied to the evaluation of water resources system restoring force,selection of water resources situation of Heilongjiang province from 2011 to 2016 as the research object,using fuzzy set analysis method for water resources system resilience evaluation studies,and analyzes the results of the study.At the same time,the evaluation results of Heilongjiang province and the national water resources system resilience evaluation results were compared and analyzed in terms of weight,evaluation system and inter-annual change of evaluation value,so as to provide an effective basis for water resources management.Based on previous studies on water resource resilience,three weight methods are used in this paper,namely,coefficient of variation method,entropy weight method and combined weight method.Firstly,based on the data results of previous studies,this paper analyzes the weight calculation method of water resources system and discusses the situation of combined weight.On the second,according to the comprehensive index model,the index factors affecting resilience are discussed and the resilience evaluation system is constructed.Then,the paper evaluates and analyzes the resilience of water resources system in Heilongjiang province and the whole country.Finally,the evaluation models and results of water resources system in Heilongjiang province and the whole country are compared and analyzed.The results show that:(1)the resilience evaluation system of water resources system can be uniformly applied in other provinces and cities across the country and can be used for comprehensive comparative analysis.It is an effective model for evaluating the resilience of water resources system;(2)by comparing the results of the resilience evaluation of water resources system with the coefficient of variation method,entropy weight method and combined weight method,it shows that the combined weight method can integrate the advantages of the two methods and effectively evaluate the resilience of water resources system.Through the comparison of combined weights,it is found that the index of water resources shortage has a significant impact on its evaluation value;(3)based on the comparison of the results of the resilience evaluation of water resources system in Heilongjiang province and the whole country,the adaptive management countermeasures were proposed for the improvement of the resilience of water resources system.
