In recent years,climate change caused by CO2 emissions have received increasing attention from all parties in the society.China is facing significant pressure to reduce emissions.China's CO2 reduction actions should consider economic growth,environmental protection and regional coordinated development.Based on the Regional Integrated Model of Climate and the Economy(RICE),we builds a climate economic assessment model suitable for China by expanding production functions and embedding policy tool modules.Four national emission reduction strategies are set:national uniform carbon tax,regional differential carbon tax,national uniform emission limitation,and regional differential emission limitation.The model simulates the economic operation and emission results under five CO2 reduction scenarios in China from 2017 to 2050.From the results of numerical simulation analysis,it can be seen that the implementation of carbon tax strategy or emission restriction strategy can reduce CO2 emissions and control the rate of increase in atmospheric temperature,but it will affect economic growth and consumer welfare.Among the four emission reduction strategies,the regional differential emission reduction strategy has the best emission reduction benefits in terms of social welfare and regional per capita output gap.The simulation results show that in 2050,the total social welfare of the country will be 264.12 trillion yuan,and the total output value of the country will be 134.76trillion yuan,with an average annual growth rate of 1.18%.The scenario dropped 0.28°C.In terms of per capita output value,at the end of the period,the eastern region was 123,800yuan/person,the central region was 76,300 yuan/person,the western region was 55,200yuan/person,and the northeast was 51,800 yuan/person.From the analysis of simulation results,the emission reduction strategy should support the eastern region to promote industrial transfer and industrial upgrade,and transfer carbon emission credits to other regions.Easing emission restrictions in the central and western regions,and adopting a hurdle-throttle mitigation strategy.
