In the study of extreme weather climate science, we usually used the average of meteorological elements during 30 years as the climate standard state. However, under the background of climate warming, choose to update the climate condition for studying the climate change and extreme weather climate, can cause certain influence on the results of the analysis. Therefore, this research basing on ground observation site daily temperature and precipitation data for 1353 stations in China during 1961-2012. The paper was analyzed through the following methods: the Mann- Kendall test and significance test methods, and through the several climate assessment indexes and extreme weather event standard. By defining the four climate states asⅠ state,Ⅱ state、Ⅲ state and Ⅳ state, we study the change of temperature, precipitation weather characteristics, discusses the influence of climate state change of weather detection, climate monitoring, and the extreme weather events. This article aimed to improve the ability of disaster prevention, government policy, social economic development, and has important practical significance. The main conclusions were as follows:(1) Under the background of climate warming, the warming trend was very significant in the north of China. The climate in the southwest part of Southwest region presented the cold and dry trend. The climate trend rate of the annual average precipitation in the southern coast was 40 mm per ten year. Under Ⅰ、Ⅱor Ⅲ state, the annual average temperature in different regions was increasing. In Inner Mongolia, Northwest and the Northeast region, the difference of the annual average temperature and standard deviation affected by the change of climate state were biggest, and the annual precipitation of sensitive areas were in the south, Jiangnan and Huanan region. The mutation time of the annual average temperature was early under the Ⅰ or Ⅱ climate state, but delayed in the Ⅲ climate state. There′s almost no mutation time of the annual annual precipitation under Ⅰ or Ⅱ climate state. And less annual precipitation mutation point under Ⅲ or Ⅳ climate state.(3) As the climate state average increasing, the mean annual average temperature difference and the temperature grade difference among Ⅰ, Ⅱ, Ⅲ to Ⅳ climate state in the different regions was gradually increased state. This change made the temperature grade changed to high grade. The period in the North appeared slightly earlier than the north south. In addition to the normal level, the rest of the precipitation grades frequency increased, and increased relatively obvious in abnormal level. The change of temperature grade and precipitation grade was both obvious in Northwest, Jiangnan, Southwest and South China area affected by climate.(3) The influence of climate state change on extreme heat event was greater than the effect of extreme low temperature event. The most sensitive areas where the extreme heat event and extreme low temperature event were affect by the climate state change, including the east part of northwest region, the south part of Jiangnan region the southern coast. The impact of climate change on the extreme precipitation event was bigger than extreme little rain events. The sensitive areas included the west part of northwest region, Jiangnan region and Huanan region.
