The Study On The Degree Of Marine Industrial Cluster Of Xiamen Bay

Marine economy plays an importantly strategic role in the development of coastal regions.Xiamen Bay region is the coastal developed region in Fujian Province and the marine industry has already been an important pillar and a new growth point for the economic development of Xiamen Bay.Industrial cluster is the highly-efficient organizational form of industrial space,which may take advantages of the interoperability among corporations and the dependency among industries to make great effects,which consequently boosts the economic development of the whole regions.In 2012 the State Council officially issued Development Plan for Fujian-Strait Blue Economic Experiment Zone,which definitely stated that six important bay-ocean economic compact districts(including Xiamen Bay)shall be developed.Xiamen Bay driving the development of marine industrial cluster has great significance for Fujian Province to develop a powerful province with marine economy.Foreign scholars started the research of industrial cluster a long time ago.The fact that theories about the industrial cluster are relatively rich and comprehensive lays abundant theoretical foundations for this research.As the marine resources are being further exploited,domestic scholars are gradually paying attentions to the marine industrial cluster.However,the quantitative studies on the marine industrial cluster in China are still lacking.Most of the domestic researches are analysis towards the industrial cluster at the national level,while relevant studies aiming at certain region are fewer.There are great differences between the features of industrial structures among different regions in China and the reasons for the formation of industrial cluster and the degree of cluster are also different.Therefore,it fits the current situation and trend of regional development to analyze the industrial cluster of certain region.Nowadays,the research results of Chinese scholar measuring the marine industrial cluster are few.As far as we can see from the existing results,scholars take advantage of location quotient,spatial Gini coefficient and Herfindahl index to measure the marine industrial cluster.Most scholars adopt one or two methods for measurement,which can hardly cover the inner meaning of industrial cluster.It's thus clear that the current research perspectives regarding the marine industrial cluster are limited,and the comments are not objective and comprehensive enough.What's more,how can the theory of industrial cluster be better integrated into the making of regional system is the problem needing to be further researched for now.This paper mainly adopts documentary method,statistical analysis method and inductive method.Firstly,after the relevant literature was reviewed and sorted out,the concepts of Xiamen Bay,marine industry and industrial cluster were defined,and the theoretical basis of the article was stated.Secondly,the current situations and problems facing the development of marine industrial development In Xiamen Bay were analyzed from the perspective of every industry.Thirdly,the methods of measuring the degree of marine industrial cluster were explored and the degree of marine industrial cluster in Xiamen Bay was measured.Fourthly,the gray connection model was adopted to analyze the correlation between each marine industry in Xiamen Bay and the gross regional domestic product,upon which the leading industry of the development of marine industrial cluster in Xiamen Bay was analyzed.At last,the paper put forward the countermeasures and advices about how to drive the marine industrial cluster in Xiamen Bay.The study shows that:(1)Xiamen Bay possesses the unique economic and resource advantages to develop marine economy.Meanwhile,various marine leading industries have been steadily developing.In term of cluster agree,the average location entropy indexes during the period of 2010-2013,ranked in descending order are as follows:pharmaceutical industry of marine creature,marine chemistry industry,marine finance and insurance industry,marine engineering and construction industry,port logistics industry,coastal steel industry,marine shipping industry,coastal energy industry,marine fishery,coastal tourism and marine electricity industry.(2)Marine industrial cluster plays an important rule in the development of regional economy and the marine industry of Xiamen Bay greatly boosts the GDP growth of this region.Port logistics industry,pharmaceutical industry of marine creature,marine finance and insurance industry and coastal tourism are the four leading industries which have the highest correlation with the GDP of Xiamen Bay.(3)It's advocated in this paper that the industrial plan and guidance should be intensified to promote the healthy development of industrial cluster;the industrial correlation should be increased to promote the formation of professional farm-out mechanism;the capability of independent innovation should be increased to drive the optimization and update of industrial cluster;the governmental functions should be brought into full play so that the public service system for industrial cluster could be perfected;the marine cooperation between Fujian Province and Taiwan should be increased to develop the modern marine industrial system;the marine economic statistics should be improved to promote the‘digital ocean".
