| China's urban construction and industrial development have long been the burden of government finance,which mainly comes from land-transferring fees and tax.As land and tax revenues' regional disparity intensifies in China,small cities have found themselves stuck in a vicious circle in which income decline and lower investment lead to each other.In order to achieve balanced development among regions and get out of the dilemma of low fiscal aggregate,governments of small cities prefer to start their comprehensive urban development through PPP mode.However,the development of New Industrial Cities comes with long time span and wide geographical span and it encounters a series of problems which calls for solutions.This thesis systematically studies cases which highlight three core businesses,striving for contributing to the comprehensive development of New Industrial Cities with PPP mode in field level.Through literature reading,policy collection and analysis of the company's internal materials,this thesis sorts out the development status of PPP mode Industrial New Town.After two interviews,the author finished the collection of typical cases and relevant policies and theoretical basis,made qualitative analysis,and found the direction of case study on planning,land arrangement and industrial cluster development,which leaded to the establishment of research framework.With the combination of practices and quantitative analysis,this thesis presents the logic and improvement of each business execution level,and further emphasizes the importance of the comprehensive development of New Industrial City.First,as to land planning,through analyzing the planning system,which brings the strategic planning and conceptual planning,this thesis believes the concept of Threeplanning United is helpful to the development of New Industrial Cities and the utilization of resources.And then through the analysis from idea to process and content of the specific planning results,with the help of Three-planning United concept,this thesis illuminates the New Industrial Cities development direction,which in return contribute to the sustainable development of city and economy,and resource utilization.Second,through the study of land development mode,historical policy and land consolidation project,a specific compensation scheme for household resettlement is easy to get.The comprehensive development calculation is demonstrated based on the research results obtained by land use planning and indicators acquisition,which proves that comprehensive development enhances the overall regional value.The improvement results of land resource utilization efficiency are displayed through the compilation of specific development cases of land areas.Third,by studying the industrial planning and analyzing the development strategy and industrial development results,it is concluded that land resource utilization and industrial cluster supplement each other,namely the efficient utilization of land resources in the initial stage of the development of the New Industrial Cities is conducive to the rapid implementation of industrial clusters,and the successful development of industrial clusters will benefit the urban and economic development and promote the subsequent use of land resources,so as to achieve sustainable development.The conclusion of this thesis can provide those New Industrial Cities developers with advantageous references. |
