During the 2018 NPC and CPPCC sessions,General Secretary Xi Jinping stressed that "development is the first priority,talent is the first resource,and innovation is the first driving force.If China does not follow an innovation-driven path,and the old drivers of growth are not replaced,it will not be truly strong.It will only be big and not strong.Strong by innovation,innovation depends on talent." Talent is the first resource of an enterprise and the fundamental fighting force to create profits.The management of talents requires the enterprise to constantly innovate the management system,and the design and implementation of performance management directly affects the working direction and motivation of the enterprise's talents,thus affecting the overall competitiveness of the enterprise.Therefore,performance management is a crucial management means in modern enterprise management.This paper takes the performance management optimization of C company as the research object,adopts the method of combining theoretical research and case analysis to make an in-depth analysis of the current situation of performance management of C company,and proposes a performance management optimization scheme based on balanced scorecard.The article is divided into six chapters in structure.The first chapter is the introduction.Chapter two is an overview of related concepts and theories.The third chapter is the investigation and analysis of the current situation of C company's performance management.The fourth chapter is the construction of performance management optimization scheme of C company based on balanced scorecard.Chapter five is the guarantee measures for the implementation of the performance management optimization plan of company C based on the balanced scorecard.Chapter six is the conclusion and prospect.Through case analysis,this paper believes that the current performance management of company C is not in accord with the enterprise's strategy,lack of timely and effective feedback mechanism,narrow application area of assessment results,and unscientific setting of assessment indicators.The main reason is the lack of attention to the role of performance management system;The performance appraisal system cannot realize the close connection with the incentive mechanism;The process of performance appraisal system is not perfect.Therefore,this paper proposes a performance management optimization scheme based on the balanced scorecard,and introduces the balanced scorecard to determine the performance indicators.In order to ensure the smooth implementation of the performance management optimization plan in C company,the paper proposes the guarantee measures from the management perspectives of organizational personnel,corporate culture and technical support,which can fully stimulate the internal potential of the company's employees and achieve the purpose of improving the overall performance level of the organization.
