Human Resource Management System unifies almost all of the HR relative data (such as salary welfare, recruiter, carrier designing, training, position management, performance management,position description,personal information and history record.) with centralized data base,which forms an integrated information resource.This system is designed and developed according to Cummins'requirement.This thesis first analyzed development trend of performance assessment in our country and overseas and relative theories of performance management, and confirmed principles and methods of work assessment for managers based on work-analyzing.According to performance management's loop running flow, it is possible to extract several elements: performance plan, performance assessment, performance feedback and performance management monitor to build performance management system. On top of these, by comparing and analyzing performance assessment's basic concept, systemic expatiate and methods, it dissertated performance management's theory. Finally, a set of scientific and rational performance management system is established, in which adopted a kind approach of Balance Scored Card performance assessment based on analyzing material work.This thesis expatiated the design, development and implement process. System found on Microsoft.Net to design and develop,which is used to develop a few modules such as :employee dossier management ,inviting applications for a job, performance management ,staffs' compensation management. A complete HR Management System will be done by deploying and debugging. The system will help HR managers get rid of mass of daily work and concentrate on HR programming and policy with a friendly interface and cogent form creating tool.
