A Study On The Reform Of "Unified Online Government Service" In Real Estate Registration In Shanghai

In recent years,regarding the problem of time-consuming and inconvenient process during public affairs,which is always complained by people and enterprises,the Shanghai municipal government has been closely following the decisions and plans of reform,further delegating power meanwhile tightening oversight,simplifing administration,improving services.The reform of "Unified online government service" is a bright symbol of Shanghai's creative efforts to promote the practice of comprehensively deepening reform.All government services,including real estate registration,should take this reform as an advanced experience and promote it to the whole country.Therefore,it is necessary to conduct a systematic study on it.This paper takes the reform of "Unified online government service" in Shanghai P district real estate transaction trading center as an example,takes the reform of government service as the breakthrough point,on the basis of the theory of integration of public service,the new public service and process reengineering,expounds the situation in this trading center before the reform,and the main content,strategy and achievements of the reform,and uses questionnaire survey method to investigate and study the reform in this trading center,and also sums up the plight of the reform and analyzes the reasons.In the thought of deepening the reform of “Unified online government service ",this paper summarizes the experience of Shanghai real estate registration reform,and proposes the countermeasures.
