Linze County is the pilot county for the unified registration and issuance of real estate determined by the Department of Land and Resources of Gansu Province,and it is also the contact point for the basic platform for real estate registration and information management of the Ministry of Land and Resources.” On November 11,2015,the province's first batch of township and rural real estate property certificates were issued in a synchronized manner,and the “Old and new replacement” was smoothly achieved.However,behind the early start and rapid development,problems have gradually emerged,mainly reflected in the matching of high-speed growth in the issuance of issuance certificate and risk management,continued increase in the rate of receipts and audits.With Linze real estate registration and certification exceeding 10,000,extensive risk management methods can no longer meet the needs of Linze real estate registration business,so it is necessary to conduct targeted research to find the key issues and resolve them.Through the analysis and diagnosis of units,the method of combining theory with practice,and the combination of a large amount of real data and case analysis,the current status of risk management of real estate registration in Linze County was analyzed,and the current shortage of risk management was discovered.Examine the characteristics of real estate registration,grasp the risk management link as a whole and analyze it.Through consulting the classic theories and literature on risk management at home and abroad,referring to the advanced experience of the domestic industry peers,reviewing the existing policies and management documents of Linze County,and interviewing the Linze County Real Estate Registration Center business personnel,starting from the perspectives of institutional risks,management risks and operational risks,we analyze and diagnose all types of registration types,registration items,and information lists for real estate registration in Linze County,the upper-level risk management structure,risk mitigation channels,post-registration management tools,and staff assessment and accountability,then put forward targeted and operational optimization suggestions.The unified registration of immovable property in Linze County is a typical pathfinder for registration implementation in China.The registration risk management is extensive,the construction of risk management system is not perfect,the registration business is open for a short time,the awareness of registration risk is not deep enough,and the operational risks are easily overlooked.Through the research on the unified registration risk management of real estate in Linze County,a solution with certain operability is proposed,which has certain practical value for the registration risk management of the same business in the country.
