Research On Implementation Of Enterprise E-registration Mode In Xindu District,Chengdu

Since e-government was seen as an optimization tool for government management in the end of the twentieth Century,it is profoundly changing our way of life and work at the same time till now.And also,it brings a new revolution to the old government management mode.It aims to break the boundaries of dated administrative organs by using modern information or communication technology and to build an electronic government “brain”,so that the public can get rid of traditional layers of written checkpoints for convenience.The administrative licensing has been defined as the whole process that based on the citizens? or other legal organizations? applications,a government department with authorized administrative responsibility allows it to engage in certain activities by granting specific qualifications.Basically it includes all kinds of government licensing affairs,for example auditing,approving,filing and etc.As one of the most important management tools,it becomes more and more effective in building up a service-oriented government through the whole world.Even through those administrative licensing affairs have been cleared or reduced signally for several times in our country?s reformation,and meanwhile explored the way to modelling a convenient mode of the process actively.However according to my opinion,we should not only aimed at reducing the number of it or cancelling charging items,but also focus on process optimization and innovation.Taking implementing of Enterprise E-registration Mode in recent years in xindu district chengdu city as an example,this paper tried to give a comprehensive description of the implementation and improvement of e-government system in the area.Based on the theory of NPM-New Public Management,BPR-Business Process Reengineering and CRM-Customer Relation Management,I would like to research on the mode of internet-government affairs from the satisfaction,qualification and effectiveness aspects.With analyzing the status and developing trends,existence problems and countermeasures,meanwhile comparing to advanced experience abroad,I try to summarize and provide references for Sichuan province or even the whole country in wisdom government specifically.
