Investigation And Research On The Cultivation Of New-type Of Professional Farmers In Jilin Province

Since 2012,both the Central No.1 document and the important national documents have repeatedly emphasized the importance of cultivating New-type of Professional Farmers.It not only reflects the importance that the state and the government attach to cultivate New-type of Professional Farmers,but also directly reflects that the New-type of Professional Farmers play a vital role in the development of agricultural modernization.To do a good job in the cultivation and protection of New-type of Professional Farmers,we can better promote the sustainable development of rural areas,narrow the gap between cities and towns,promote the fairness of vocational education,and promote the process of agricultural modernization.As a large agricultural province,Jilin Province was selected as a pilot farm for New-type of Professional Farmers in 2012.In 2014,the province officially started to implement a new type of professional farmer cultivation project.From the overall effect,cultivate New-type of Professional Farmers in Jilin Province is still in its infancy.Therefore,it is necessary to conduct systematic research on it,and on the basis of investigation and analysis,further improve cultivate New-type of Professional Farmers in Jilin Province.Taking public product theory,human capital theory,hierarchy of needs theory and human modernization theory as theoretical basis,applying research methods such as literature review,comparative analysis,questionnaire survey,etc.Through the visits and questionnaire surveys in Huinan County,Dongliao County,Qianguo County and Dehui City of Jilin Province,this paper analyzes the status quo of cultivating New-type of Professional Farmers in Jilin Province,and finds that there is a cultivation investment in cultivating New-type of Professional Farmers in Jilin Province.Relatively insufficient,cultivating the lack of effective management,cultivating the faculty's imperfect team,cultivating content and methods,and curing a variety of issues,The main reasons for the problems of the cultivation of New-type of Professional Farmers in Jilin Province are that the cultivation management institutions are too scattered,the lack of policy support system,cultivating supervision and management mechanisms are not perfect,and cultivating resources is unreasonable.Based on the advanced experience of the United States,Germany,France,and South Korea,it provides legislative guarantees for the cultivation work,multi-party resources to participate in the cultivation,establish a systematic cultivation system,and broaden the channels of cultivation funds,combined with the actual situation of cultivating New-type of Professional Farmers in Jilin Province,put forward countermeasures and suggestions for integrating and cultivating management institutions,constructing a policy support system,improving the supervision and management mechanism,and rationally allocating and cultivating resources.In addition,it will ensure the smooth progress of cultivating New-type of Professional Farmers in Jilin Province.
