Research On The Cultivation Mode Of New Professional Farmers In The Process Of Agricultural And Rural Modernization

For a long time,the modernization pace of China's agricultural and rural development lags behind that of cities and industry as a whole due to the prominent problem of urban-rural dualization.Agricultural and rural modernization is an integral part of modernization,which is of great significance to the realization of socialist modernization.Therefore,effective measures must be taken to promote the development of agricultural and rural modernization.The modernization of people is an indispensable core factor in the modernization of agriculture and rural areas.Only by cultivating new professional farmers,training the rural population in knowledge and skills,improving the overall quality of farmers,and realizing the modernization of farmers themselves,can we provide talent support for promoting the revitalization of rural areas and the modernization of agriculture and rural areas.Since 2012,the central file no.1 for the first time put forward "foster new professional farmers" began,many governments to develop new professional farmers cultivate job,in practice,formed some representative mode of cultivating,but most of these models have limitations,there is a certain shortcomings,unable to fully meet the needs of the current new professional farmers cultivating.The in-depth study of the new professional farmer cultivation mode,the optimization of the existing cultivation mode,and the effective improvement of the cultivation efficiency can provide theoretical reference for the cultivation of new professional farmers throughout China,which is of great significance for promoting the development of agricultural and rural modernization.The first part of this paper introduces the research background and significance,and summarizes the research status at home and abroad,clarifies the research ideas and research methods.The second part analyzes the traditional farmers and internal logic relations of new professional farmers,on the basis of defining the concept of the new professional farmers,summarizes its basic characteristics,and based on the theory of labor transfer,rural vocational education theory,human capital theory and human modernization theory,illustrates the essential theoretical foundation of the new professional farmers cultivating pattern.The third part makes a comparative analysis of the current several typical cultivation models and illustrates them through typical cases.Fourth part with chongqing bishan district as an example,through the local new professional farmers cultivating pattern of field investigation and questionnaire survey,summed up the local farmers' participation enthusiasm is not high,the target group position is not clear,lack of practical content,the teachers troop is not sound,cultivating institutional system is not sound,foster capital utilization low,and its reasons are analyzed.The fifth part analyzes the typical model of professional farmer cultivation in the United States,Japan and Germany,and obtains the experience enlightenment of the typical model of professional farmer cultivation in foreign countries.The sixth part puts forward Suggestions for optimizing the new professional farmer cultivation mode: Based on the local reality,choose the appropriate model;Stimulate the vitality of many,optimize the cultivation system;Perfecting laws and policies and forming guarantee mechanism;Strengthen ideological education,change farmer idea;Establish admittance mechanism,standardize attestation management.The seventh part is the summary and prospect of this research.
