Since the implementation of reform and opening-up policy,the rapid development of urban industry and service industry bring about massive migration of farmers into large cities for employment,which makes rural hollowing a more and more serious problem.Those left behind are mainly frail elderly people and children.And many farmlands are abandoned.This problem has drawn the attention of the whole society.President Xi Jinping and many other national leaders have showed in different occasions the decision to build a new type of professional farmers so as to provide a solid foundation and guarantee for the modernization of agriculture and the sustainable and healthy development of agriculture.Relevant ministries and commissions of the State Council,and the local governments of various provinces and cities have also introduced a series of documents,adopted a series of measures to explore and cultivate new professional farmers.Based on human capital theory and hierarchy of needs theory,this paper takes the training work of new professional farmers in Qingpu District of Huaian city as its research subject.Combining domestic and international study on the subject and by means of questionnaire and interviewing,this paper investigates and analyzes the current situation and the influencing factors of training professional farmers in Qingpu District.The following two aspects are proposed as the main contributing factors of the problems.As far as the farmers are concerned,the main problems are those like old ages,low literacy,poor awareness of policy,market and laws;as far as policies are concerned,problems lies mainly in the inadequacy of financial support,low professional level of training institutions,unitary training patterns.Based on the above analysis,the following suggestions are proposed to improve the training work in Qingpu District.Firstly,making policies to guarantee more financial investment,strengthening rural financing policy,establishment of market information and early warning platform.Secondly,cultivating a sound working mechanism,including enriching training content,innovating training mode,establishing evaluation mechanism and strengthening the publicity and guidance;Finally,optimizing the training environment,including upgrading educational quality in rural areas,improving rural infrastructure and level of life guarantee so as to accelerate the training of professional farmers in Qingpu District. |
