Research On The Cultivation Of Professional Farmers In Xiayi County

In 2012,the No.1 document of the central committee of the CPC(No.1 document)had put forward the concept of "new occupational farmers" for the first time,and raised the problem of farmers to a new height.In 2014,the central No.1 document emphasized concept of "building a new types of agricultural businesses" and highlight the urgency of the work of cultivating the new occupation farmers.Xiayi County is one of the four state-level pilots for training of new-type professional farmers in Henan Province with rich labor resources.The comprehensive quality of the farmers is closely related to the agricultural development of Xiayi County.At present,the labor structure of Xiaye County is out of balance,the comprehensive quality is low,the practical talents are scarce and the reserve force is insufficient,which can't meet the demands of the development of the Construction of the New Socialistic Countryside and agricultural modernization.Therefore,we must speed up the cultivation of new professional farmers in Xiayi County.This article takes the cultivation of new professional farmers of Xiayi County as the main research topic and uses the methods of data analytics and field interview to make an in-depth study and analysis on the quality and current situation of the new vocational farmers in Xiaye County.the purpose is to find out the existing problems which exist in the process of cultivating new professional farmers of Xiayi County,so it is helpful for Xiaye county to cultivate more and better new professional farmers of Xiayi county.The article adopts the methods which includes the literature research method,the interview method,the comparative analysis method and takes the theory of human capital.And the theory of public products and the theory of surplus labor transfer as the theoretical basis of this article are also adopted to analyze the problems existing in the cultivation of new professional farmers in Xiayi County.They are poor knowledge of farmers,backward training models,inadequate training fees,and lack of experience in training management of new professional farmers.According to this situation,this paper discusses the reasons of the problems from four perspectives as followings: including the insufficient management by departments,imperfect training management systems,inadequate government attention,and immature training systems.Thus,this paper puts forward four recommendations for policies to improve the cultivation of new-type professional farmers in Xiayi County.Firstly,strengthening the training of farmers;secondly,increasing occupational conversion rates and optimizing the new professional farmer training system;thirdly,creating a new training system and strengthen government support;finally,solving the training cost crisis,enriching management experience,and promoting the training process of professional farmers.
