Study On The Problems And Countermeasures Of PPP Project In Urban Rail Transit

In recent years,the pace of urbanization construction in China is accelerating,and the demand for capital investment in urban water,electricity,transportation,environmental protection,safeguard housing and water conservancy facilities is increasing,which further promotes the rapid construction of urban infrastructure.In order to further improve the efficiency of public service supply and improve the supply capacity of public products,the government adopts the way of cooperation with social capital to establish a cooperative relationship,and the government adopts the form of purchasing services,franchising and other equity cooperation.With the rapid development of social economy,the form and mode of urban infrastructure construction are changing.In this context,PPP mode is gradually applied and promoted in urban infrastructure construction in China,and has become an important measure to solve the debt scale of local governments and the reform of system and mechanism.With the construction and development of the city and the continuous innovation of residents’ travel mode,urban rail transit as a "luxury" in public transport,it is not enough to rely on the power of the government alone.PPP model can integrate the advantages of all parties and solve the existing difficulties.At present,PPP model has many successful cases in China,and will be used in the field of urban rail transit.Chengdu is the capital and sub provincial city of Sichuan Province,a mega city,the headquarters of the Western War Zone organs,an important national high-tech industrial base,commercial logistics center and comprehensive transportation hub determined by the State Council,and an important central city in the western region.With the rapid development of regional social economy,the population scale of Chengdu is increasing.Because the growth rate of traffic demand is higher than the construction speed of traffic facilities,the road resources,public transport facilities,etc.can not meet the travel demand,and the contradiction between supply and demand is prominent.In this regard,Chengdu is committed to the development of public transport to alleviate this pressure and carry out a number of rail transit construction.In order to implement the policy spirit of encouraging the use of government social capital cooperation(PPP)mode by the State Council,national ministries and commissions and Sichuan Province in recent years,the investment,financing and construction work of Chengdu metro line 18 PPP project is carried out in the PPP mode.This paper takes "the problems and Countermeasures of PPP project in Chengdu Urban Rail Transit Construction-Taking Chengdu metro line 18 as an example" as the research theme.Firstly,the background and research significance of the construction of rail transit PPP project are described,the research status at home and abroad is summarized,and the research ideas and methods of this paper are introduced;secondly,the theoretical basis of this paper is described,and the relevant concepts are determined;secondly,the application status of PPP project in the construction of urban rail transit in Chengdu is introduced-Taking Chengdu metro line 18 as an example,including the basic information Status,necessity and feasibility,main rights and obligations,risk distribution,supervision system and safeguard measures;then,the paper analyzes the problems and causes of PPP project in Chengdu urban rail transit construction;at the same time,it expounds the application of domestic urban rail transit PPP project;finally,it puts forward countermeasures and suggestions to improve Chengdu Urban Rail Transit PPP project.
