| In recent years,the rapid development of China’s economy,urban rail transit has also developed rapidly,China has gradually become the world’s largest urban rail transit market.The progress of the times at the same time with the city traffic congestion is becoming increasingly serious,especially the traffic congestion in large city have often been miserable,vigorously develop rail transportation,effective and long-term way is to solve the traffic congestion.At present,China economy has entered a growth stage down the new normal period,demand for rail transit project construction of the big city of China is very strong,but the traditional construction mode of government departments will have a shortage of funds,the construction efficiency is relatively low,the management problems such as poor.The way to solve these problems is to introduce multi-channel financing based on social capital.In November 2013,the Communist Party of China decided in the third Plenary Session of the 18th CPC Central Committee to allow social capital to participate in urban infrastructure investment and operation through franchising.Since then,public-private partnerships(Public-PrivatePartnerships)have been widely adopted in the process of rapid development of the Socialist Capital market.Dalian is an important central city,a port and a tourist city in the northern coastal areas of china.With the rapid development of regional social economy,the population scale of Dalian is increasing.Due to the growth rate of traffic demand is higher than the speed of traffic facilities construction,road resources,public transport facilities can not meet the travel demand,the contradiction between supply and demand is prominent.In this regard,Dalian is committed to the development of public transport to ease the pressure,a number of rail traffic construction.In recent years,for the implementation of the State Council and the state ministries and the Liaoning province to encourage the use of cooperation between the government and social capital(PPP)mode of policy spirit,combined with the actual situation of Dalian rail transit construction began to PPP.Among them,Dalian Metro Line 5 PPP project investment,financing,construction,operation,update,maintenance and management work is carried out in the PPP mode.This paper first introduces the research background and significance,literature review,research contents and methods and innovations of this paper,the lead of city rail transit,PPP mode,and carries on the definition,at the same time,the use of new public management,public goods and other related theoretical basis describes the city rail transit PPP model.Based on the PPP project of Dalian Metro Line 5 as an example to introduce the construction of Dalian rail transit PPP model,the paper details the Dalian Metro Line 5 PPP project status,operation mode,risk allocation framework,safeguard measures,regulatory framework and so on.After that,two typical cases of PPP project under construction in China are listed,and lessons learned from them are obtained.Finally,make a research on construction of Dalian rail transit may face the problem:in the construction of government level,government role positioning errors and the lack of PPP specialized management agencies,local laws and regulations are not comprehensive;at the market level,facing the market supervision mechanism is not perfect,the financing channel is not wide;at the project level,PPP model the process is not standardized,the project proceeds less compensation mechanism is not perfect but also great danger.After I repeatedly investigated,according to related problems are analyzed,and some solutions:at the government level,the government needs to have a great psychological preparation to face themselves from the "decision" to "participants"change,and set up a special working mechanism of PPP,should be the introduction of local laws and regulations.Establish a good risk management consciousness;at the market level,the market should establish effective supervision mechanism,and broaden the financing channels;at the project level,should regulate and optimize the PPP mode of operation process,broaden the channels of project benefits,establish scientific compensation mechanism.Dalian city rail transit construction to take PPP mode,can ease the financial pressure on the government to play the industry expertise,so that the government and social capital participants participate in subway construction and operation,improve the Dalian rail transit construction level,construction speed and operation management level,in the most cost effective to provide high quality service to the public,to promote Dalian city track traffic overall service level.At the same time,it can also promote the further improvement of the administrative mechanism,strengthen the transformation of government functions,promote the reform of government agencies,and make them concentrate on the supervision of the market,which is the significance of this paper. |
