LG County Based On BSC Under The Internal Revenue Service Performance Management Research

Along with the administrative reform in our country,combining with the goal of service-oriented government,part of the government agencies and local authorities carried out the reformation of performance management and try and get a lot of useful experience.The tax authorities as a government agency responsible for tax revenue department,the introduction of performance management has to improve collection and management quality,optimization of the tax service,reduce tax cost,and other important significance.However,from the practice LG county tax performance management,and there is no real grasp the connotation of performance management,tax authorities is only to the introduction of the performance appraisal,in practice,performance appraisal lack of power,become a mere formality,did not play its proper role.Therefore suitable for national tax system,and probes into the performance management system,is helpful to enrich the theory of performance management research,and guide the practice of national tax authority for performance management,improve the quality of tax collection,save cost,enhance the quality and efficiency of public services.In view of this,this article from LG county state tax bureau performance management present situation and actual conditions,through the analysis of current LG county performance management problems,put forward the basic thought of performance management to improve-the BSC performance management idea,through the financial level,customer level,internal process,learning and growing level four dimensions of strategic analysis,design a kind of fully consider financial,taxpayers,tax collection process,learning and growth,four dimensions of performance management model,and from the various dimensions determine the internal revenue service performance evaluation based on the BSC's LG county key indicators(KPI).Performance management system make the design closer to the actual tax work,for tax collection and management efficiency,save cost,improve quality and efficiency of public services.
