For a long time,the main obstacle that restricts the development of agricultural and rural modernization is insufficient capital accumulation,and the lack of effective pledge of assets is one of the main reasons for the difficulty in securing financing for the “three rural problems”.In order to obtain loans and finance,farmers must have mortgages.For most farmers,the only mortgage value is land.In the context of China’s rural land collective ownership,how to solve the problem of rural land mortgage loans has become a very important research topic.In recent years,with the deepening of the reform of the country’s rural land system,the land mortgage policy began to loosen.The state council formally issued guidelines in 2015,requiring the pilot work of mortgage loans for contracted rural land management rights..At the end of 2015,Jingyan County was included in one of the pilot counties authorized by the Standing Committee of the National People’s Congress to carry out mortgage loans on rural land management rights.The county adapted measures to local conditions in the development and launched a series of policy measures to ativate land potential and solve the difficulties in financing loans in rural areas.Provides important reference on such issues.This article discusses the related concepts and theories of the rural land contracted management right and takes the current status of the implementation of the mortgage policy for rural land contracted management right in Jingyan County as the research object.Through field surveys and questionnaire surveys,combined with literature and survey data analysis starting from the actual situation of agricultural landlords,bank financial institutions and other related parties in dealing with the mortgage of rural land contracted management rights,find out the problems existing in the current implementation of the mortgage policy of rural land contracted management rights,and analyze various reasons in depth.Put forward countermeasures and suggestions to provide new ideas and new paths for advancing the work of mortgage of rural land contract management rights.The research believes that the current rural land contracted management right mortgage loan trials in Jingyan County still have problems such as inadequate laws and regulations,management right value evaluation mechanism,mortgage mechanism,and circulation transaction market,and the entire land contracted management right mortgage market is not active enough and other problems.In view of the existing problems,this article puts forward countermeasures one by one,mainly including suggestions to improve related laws and regulations,management rights value evaluation mechanism,mortgage mechanism and other related supporting measures from the "top-level design” and strengthen the publicity and popularization of rural land contract management rights mortgage loans.Increased encouragement and guidance to banks,etc.Finally,it is also believed that the pilot trial of rural land contractual management right mortgage cannot be promoted in isolation,and the government needs to coordinate and link it with its reform work in order to maximize the benefits. |
