It is a very important part to solve the difficulty of farmers' demand of loans,not only for promoting further rural reform,but also for deepening rural financial reform process.As long as the financial problems of farmers being solved,it can be much easier to make the dream of agricultural modernization,industrialization,large-scale development come true.By expanding the scope of the rural credit market effective collateral,the basis for transfer the management rights of rural contracted land and is indeed the right registration on doing business right mortgage loan in rural contracted land,and is an innovation of rural financial reform.It can effectively play franchise financing function of rural land contracting and alleviate the difficulty of farmers' demand of loans.Since 2006,the national mortgage loan of management rights of rural contracted land generally carried out pilot work,which has made a series of progress.Typically,Tongxin,Ningxia Province,has created a representative mode,which is worthy to study for other province and areas of China.Hanshan,one of the second batch of pilot counties of Anhui Province,officially carried out the policy of mortgage loan of management rights of rural contracted land on January 17,2015.Based on field investigations and the study of the research literature from domestic and foreign,the author get aware of the basic situation of the mortgage pilot work of rural contracted land of Hanshan.In this paper,the author respectively designed two questionnaire,one for financial institutions and one for farmers,in order to analyze their willingness to participate in the mortgage loan of management rights of rural contracted land and its influencial factors.Meanwhile,the author plans to explore the situation of supply and demand of mortgage loan of management rights of rural contracted land.Firstly,based on the collation and summary questionnaire on farmers by setting up logit model to analyze the affecting factors of farmers' participating in the mortgage loan of management rights of rural contracted land.The empirical results show that the total family income,household risk protection level of the total arable land,currently borrowing requirements,the level of understanding of the policy have appearant positive influence on farmers' willingness to paticipate in the mortgage loan of management rights of rural contracted land.the age has a negtive influence on farmers' willingness to participate in.Secondly,by collation and analysis of loan officers conducted by questionnaire,the author plan to analyze the factors that affect the financial institutions' s willingness to get involved in themortgage loan of management rights of rural contracted land.Finally,through field research,the author found some problems and deficiencies of Hanshan in the pilot work of the mortgage loan of management rights of rural contracted land.And respectively give suggestions on the choice of borrowers and lending institutions,product design,formulation of government policy,system design and policy advocacy.Then the author also provide a theoretical guidance to further promote the value of pilot work of the mortgage loan of management rights of rural contracted land of Hanshan.
