| With the rapid development of China's rural economy and large-scale circulation of land contracted-management right,the rapid of agricultural modernization speeds up,and demand for rural funds is also growing.At the same time,the state proposes to implement the structural reform of agricultural supply side.If the state needs to adjust agriculture's structure and improve the quality and efficiency of the agricultural supply system,it must rely on the driving force of the new agricultural management subject and the rise of new agricultural management subject needs a lot of money.On the one hand,money flows out of rural areas and rural finance presents the characteristics of supply suppression;on the other hand,the credit demand of agricultural management subject is not satisfied and the problem of “financing difficult,loans difficult” in rural areas is usual,and this imbalance of supply and demand has seriously hindered the process of agricultural modernization.In order to meet the credit demand of agricultural management subject and solve the mortgage problem,the state proposes to carry out pilot projects on management right of rural contracted land mortgage loaning,and Cangxi County was listed as one of the pilot areas.This paper uses management right of rural contracted land mortgage loaning in Cangxi County as the object of research.Firstly,it starts with a comprehensive study of the existing research trends and theory about management right of rural contracted land mortgage loaning.Secondly,it analyzes the situation of management right of rural contracted land mortgage loaning in Cangxi County in detail and points the problem out.Thirdly,it analyzes the evaluation of the supply and demand of the two main participants about management right of rural contracted land mortgage loaning by using Orderd Multiple Classification Logistic Regression model.Finally,based on the study of the problem,it puts forward policy suggestions.The research content includes the following several parts:Firstly,this paper introduces the research background,the research purpose and the research significance;it describes the ideas,methods of this paper.Based on the induction and summary of domestic and foreign research about management right of rural contracted land mortgage loaning,and it takes the theory of land property rights theory,credit financing guarantee theory as a guide,forming the theoretical basis of this study;then it analyzes the motivation and significance of management right of rural contracted land mortgage loaning in Cangxi County.Secondly,it introduces the situation and problems of management right of rural contracted land mortgage loaning in Cangxi County in detail,and analyzes the fundamental state,the specific implementation and measures and the operation of mortgage loaning in detail.Moreover,it analyzes the problem of mortgage loaning,including: the mortgage value of land management rights is low and it is difficult to solve the financing needs of ordinary farmers;there are legal defects in the original land transfer process and all kinds of risks are easily induced;the disposal of collateral is difficult and the bank has difficulty in implementing the mortgage rights;the risk guarantee mechanism is not sound and insurance institutions fail to follow up;lack of third-party assessment agencies and assess results are unscientific.Thirdly,it analyzes the evaluation of the supply and demand of the two main participants about management right of rural contracted land mortgage loaning.For the supply subject,it analyzes the satisfaction,the participation willingness,the important factors of mortgage lending,the evaluation of business prospect and business risk of bank credit officers.Moreover,it makes empirical analysis of the influencing factors of the credit officers' satisfaction on the management right of rural contracted land mortgage loaning in Cangxi County by using the Orderd Multiple Classification Logistic Regression model.For the demand subject,it analyzes the satisfaction,the degree of financial satisfaction and the related conditions of mortgage loaning of agricultural management subject.Besides,it constructs the evaluation index system of satisfaction of agricultural management subject,and quantitative evaluation of the influencing factors of the agricultural management subject's satisfaction on mortgage loaning by using the Orderd Multiple Classification Logistic Regression model.Fourthly,based on the problem of the management right of rural contracted land mortgage loaning in Cangxi County,it puts forward policy suggestions,including:innovative portfolio mortgage mode and credit products to solve the financing needs of ordinary farmers;improve land transfer laws and regulations and strengthen land transfermanagement and services;innovative mortgage disposal mechanism and explore effective disposal methods;improve the risk protection mechanism and insurance policies;introduce third-party mortgage assessment agencies and establish scientific evaluation criteria. |
